Household solar and battery grant
Grants for new household solar installations in Slovenia, with higher support for batteries and shared installations supplying several households.
Ta możliwość jest obecnie dostępna po angielsku.
JP SO-02 supports solar installations that supply your own household electricity needs, individually or through a community of at least two consumers. It covers new solar panels, an attached battery where included, related electrical equipment and installation and building works. Eligible costs include VAT.
The standard grant is calculated from installed panel power (the sum of the modules’ rated power), subject to a percentage ceiling on eligible costs.
- Individual solar with a battery: €675 per kW, limited to 40% of eligible costs.
- Individual solar without a battery: €250 per kW, limited to 25%.
- Community solar with a battery: €725 per kW, limited to 45%.
- Community solar without a battery: €300 per kW, limited to 30%.
The power used for the grant calculation cannot exceed 80% of the combined connection capacities of the consumption meters. To qualify for the battery rates, battery capacity must be at least 0.7 kWh per kW of installed solar power: for example, 9.1 kWh for 13 kW of panels.
Your final grant increases by 25% if both your permanent residence and the land beneath the supplied building are within the Article 9 area of Triglav National Park. Attach proof of both conditions.
Eligibility
- You must be a private individual investing in the installation, and an owner or co-owner of the land beneath the supplied building, a unit owner or co-owner of the land beneath the supplied part of a building, or a family member of the owner or co-owner. Family includes a spouse or unmarried partner, and anyone living in the same household. It also includes relatives in the direct line: your ancestors or descendants, such as parents, grandparents, children and grandchildren. Other relatives who share a common ancestor qualify through the fourth degree of collateral kinship, including siblings, aunts and uncles, nieces and nephews, and first cousins. First cousins are at the fourth-degree boundary. Inform the relevant property owners and obtain their legally required consent.
- Sole traders and individuals independently carrying on a gainful activity, including farmers and people operating supplementary farm activities, are excluded. The recipients must also be the final electricity consumers at the meter supplied by the installation or included in the community.
- The investment must be completed from 1 January 2024. For individual installations, it must also be operating before you apply. Completion is the service date on the invoice, or the invoice date if no service date appears. Operating means connected under a valid system-use agreement with the electricity operator. The operator must have registered you under the new self-supply regulation from 1 January 2024. The application instructions also require a connection-consent request submitted after 31 December 2023.
- Use new equipment. Extensions of existing solar plants, prototypes and used equipment are excluded. You cannot receive another grant for the same investment or have another grant application pending for the same generating plant when you apply.
- The installation must comply with its connection consent and use the PS.3A or PS.3B connection diagram specified in the call. For an individual installation, connection power cannot exceed 80% of the meter's consumption connection capacity. This power is the lower of inverter rated power at unity power factor and total panel rated power. You must also have a self-supply contract with your electricity supplier.
A community installation can reserve a grant before construction through the two-phase route. Its electricity meters must be connected to Slovenia's distribution system. In phase one, provide a PS.3.B connection consent dated before the application and an intention-to-form-a-community form signed by the representative and prospective household consumers. In phase two, provide completion evidence, the community agreement listing members and shares totalling 100%, and the system-use agreement. The system-use agreement must be concluded within one year after the positive award decision becomes final in the administrative process. Payment follows construction.
Borzen can check the investment's legal, technical and financial compliance for three years after payment, and the proper use of funds and accuracy of application data for ten years. Irregularities can require repayment with interest. Notify Borzen promptly of deviations from the award, construction delays and changes affecting the grant.

- Applications are considered in receipt order; incomplete applications obtain priority when completed. If funds run out before an application’s turn for consideration, it is rejected even if submitted timely and complete. The call closes by an Official Gazette notice.[^c30][^c32][^c52]
Apply through Borzen's novasamooskrba portal. For an individual installation, apply after completion with the installation invoice and equipment details, payment evidence, connection consent and system-use agreement. A financing agreement with the installer is accepted instead of proof of full payment for instalment payments or consumer finance. An authorised representative may apply with signed authorisation; community applicants use the two-phase documents described above.
Register in the portal, complete the form and upload the required attachments. Follow the email signature link, draw and save your signature, and check that the application status changes to ODDANO (submitted).
Applications are handled in order of receipt; a corrected application takes the position of the completed submission. If funds run out before your application’s turn for consideration, Borzen rejects it even if you submitted a timely and complete application. Submitting before the budget is exhausted does not secure funding. The call closes through a notice in the Official Gazette. For completed installations, the call provides payment within 60 days after the award decision is legally binding and final; community reservations are paid after construction and fulfilment of the completion conditions.
