Rebates for contractor-installed insulation and air sealing in existing Wisconsin homes with participating utility service.

Improve insulation in your attic, walls, framed floors, foundation or sill boxes, or seal and insulate heating ducts. For homes with one to three units, the higher-income rebate amounts are $650 for attic insulation, $575 for walls or framed floors, $90 each for foundation or sill insulation, $90 for ducts in a semi-conditioned space and $1,000 for ducts in an unconditioned space. ENERGY STAR certified air sealing pays $850 and requires an energy assessment plus qualifying attic or wall/framed-floor insulation work.

Income-approved households receive $750 for attic insulation and $1,160 for certified air sealing at the moderate-income tier, or $850 and $1,475 at the low-income tier. Foundation and sill insulation pay $120 each at the moderate tier or $150 each at the low tier; wall and duct amounts are the same across tiers. Income bands depend on your county and household size: below 80% of area median income, between 80% and 150%, or above 150%.

The rebate cannot exceed your eligible equipment and external labour costs. Equipment costs exclude the Focus on Energy rebate credit, shipping and sales tax. All Focus on Energy rebates together are limited to $400,000 per customer per calendar year. Pre-approval is encouraged for standard rebates above $10,000 to guarantee funding; otherwise payments are first come, first served.

Eligibility

  • You must be the property owner or electricity/natural gas account holder at the project site. The site must have participating electric and natural gas utility service unless the programme specifies an exception. At least 51% of the home's heating must come from a participating utility; homes heated with wood, oil or LP are excluded. This residential route covers existing homes and buildings with no more than three units under one roof. New construction is excluded; buildings with four or more units use the Multifamily programme.
  • Use new, unused materials in the home's living spaces. Resold, leased, rented, rebuilt, insurance-claim and warranty materials are excluded; like-for-like replacement following a recall or warranty also does not qualify. Garages, outbuildings and mechanical rooms are excluded. Work must be installed by a Focus on Energy Home Performance with ENERGY STAR Trade Ally or Air Sealing & Insulation Trade Ally, following its Materials & Installation Standards. Each improvement category qualifies once, subject to the repeat-rebate rules below.
  • For attic insulation, improve at least 600 square feet, including knee walls if needed. An open attic floor must start at an effective R-19 or less and reach R-38 or more; an uninsulated closed floor cavity must be filled. R-values measure resistance to heat flow. Attic work must also include the specified air sealing. Certified air sealing requires an assessment, an assessment report for you, and blower-door tests before and after work to check air leakage; it must accompany attic or wall/framed-floor insulation.
  • For exterior walls, improve at least 600 square feet of uninsulated wall cavity and fill it. For framed floors, improve at least 400 square feet starting at R-19 or less and fill the cavity. Foundation work must improve at least 50% of the total foundation wall or foundation ceiling area; sill-box work must improve at least 50% of the total sill area. Both must include connected crawlspaces and improve R-0 areas to at least R-5.
  • Heating ducts must start unsealed and reach at least R-8 after sealing and insulation. At least 50% of ductwork must be in a semi-conditioned space, such as a basement or unvented crawlspace, for the $90 measure. For the $1,000 measure, at least 90% must be in an unconditioned space. Either measure must provide home heating and cannot be combined with another duct-sealing measure.
  • A building cannot receive another rebate for the same insulation category within 1,095 days. Certified air sealing is an exception: it can be claimed twice in that period, once with attic work and once with wall/framed-floor work.
  • Single-family projects require the current BPI Building Analyst checks of the combustion appliance zone, appliances and venting, plus a spillage assessment to check whether combustion gases spill into the home. Carbon monoxide alarms must be present on every conditioned floor.
  • Keep project, invoice and maintenance records for two years after payment and permit requested inspections. Removing the funded equipment within two years after payment requires repayment of the full rebate; uninstalling within two years of installation or misrepresenting the application can also trigger reimbursement. Duplicate payments may be recovered, and an inspection finding that equipment is not installed or functioning to achieve expected energy savings can require repayment of up to 100%.

Warunki naboru
  • Available for products purchased and installed in 2026; apply within 60 days of installation. The programme requirements specify January 31, 2027 as the final date.[^c5][^c7] The online form lists February 28, 2027; confirm before relying on that later date.[^c19]
  • Payments are first come, first served and subject to programme funding.[^c14]

Check participating utilities and find a participating Trade Ally through the official rebate page. Ask the contractor to confirm the installation requirements for your chosen measure before scheduling work.

For higher income-qualified rebates, use the county and household-size calculator, then complete the 2026 Income Eligibility Application or call Focus on Energy on 800.762.7077 for screening. Obtain an income approval confirmation number before project completion and give it to your contractor, or enter it in your own rebate application. Retroactive income-qualified rebates are unavailable.

Purchase and install the work in 2026, then submit the signed 2026 online application with itemised invoices or receipts within 60 days of installation. Use the programme requirements' January 31, 2027 limit: the online form lists February 28, 2027 instead, so confirm with Focus on Energy before relying on the later date. Include the work description, quantities and costs, total installed cost, purchase or installation date, and contractor contact details. Incomplete applications may be delayed or denied, and submitting does not guarantee approval.

You normally pay upfront and receive a cheque 8–10 weeks after approval. Payment goes to you unless you authorise payment to another party or a registered contractor gives you a rebate credit on the invoice and receives payment directly.
