Additional grants for Baden-Württemberg municipalities renovating existing public buildings, alongside approved federal building-efficiency or public-school renovation funding.

Esta oportunidade está atualmente disponível em inglês.

The BW-Bonus adds 25% of the eligible costs for work on the building’s outer structure (the building envelope) shown in your BAFA approval under BEG EM, the federal scheme for individual energy-efficiency measures. The state grant must be at least €5,000 and follows the cost limits in that approval.

For schools with an approved renovation grant under VwV SchulBau, the state school-building rules, the bonus is 5% of approved eligible renovation construction costs, up to €500,000, for a KfW-Effizienzgebäude 70; or 15%, up to €1.5 million, for a KfW-Effizienzgebäude 55. These are whole-building efficiency standards under BEG NWG, the federal scheme for non-residential buildings. An expert must confirm the achieved standard.

These are grants rather than loans. For awards of €25,000 or less, payment follows submission and acceptance of the proof of use. The renovated assets must remain in the approved use for ten years under the BW-Bonus, or 25 years under the school bonus. For the BW-Bonus, use for less than five years normally triggers full repayment; use for more than five but less than ten years reduces the grant by 20% for each full year short of the ten-year period, with corresponding recovery.

Eligibility

  • For the BW-Bonus, cities, municipalities, urban districts and rural districts in Baden-Württemberg must own the eligible building in Baden-Württemberg and hold a legally final BAFA award for work on the building’s outer structure. The BAFA application must have been submitted on or after 30 June 2025.
  • The BW-Bonus covers buildings used for non-economic municipal tasks: public services rather than goods or services offered on a market. Official examples include town halls, fire-service and cemetery buildings, public schools, and municipally operated nurseries or music schools normally financed around 80% by the municipality or state. The municipality must document the classification. For mixed-use buildings, non-economic use must account for at least 80% of annual capacity; contact L-Bank if use or financing differs from the published examples. Each case is assessed individually.
  • For the school bonus, municipalities, urban or rural districts and school associations must be sponsors of public schools and have a legally final renovation award from the competent upper school supervisory authority under VwV SchulBau.
  • Municipalities must submit the supporting declaration to the state Climate Pact to the Environment Ministry, committing to a climate-neutral municipal administration by 2040.
  • New construction and municipal buildings used for economic activities are excluded. The BW-Bonus does not cover building-services equipment.
  • A binding contract for delivery or work generally counts as starting the project. BW-Bonus work may start after the BAFA application under BEG EM rules. School work may start after the school-building award becomes legally final or the school authority authorizes an early start. Starting before L-Bank approval is at your own risk and creates no entitlement to funding.
  • A complete application must show a planned start within the next twelve months. Implementation must begin within twelve months of approval; you cannot apply after completing the project. For the BW-Bonus, complete the renovation and fully account for it within the period set by the BAFA award, currently no more than 36 months from receipt of that award. School renovations must be completed and fully accounted for within four calendar years of the school-building grant approval; notify L-Bank of an authorized school-award extension so it can be adopted.
  • Other EU, federal or Baden-Württemberg grants for the same purpose are generally excluded. The BW-Bonus follows BEG EM combination rules with a 90% total eligible-cost limit. The school bonus and VwV SchulBau funding together may not exceed 90% of eligible costs; municipalities may also use the Ausgleichstock equalization fund under §13 FAG.

How to apply

  • Applications may close early if funds are exhausted.[^c17]

Use L-Bank’s online programme-year application form, sign it, and submit the scanned signed form electronically to L-Bank. The application should be made two weeks after receiving the BAFA or school-authority award. Complete applications are processed in receipt order, subject to available funds; the ministry announces any early closure on its programme page.

Notify L-Bank immediately of changes to the underlying BAFA or school award. Report changes to the project purpose, material circumstances or financing promptly under the incorporated municipal grant terms. If the underlying award is withdrawn, revoked or otherwise becomes ineffective, the L-Bank grant loses effect retrospectively and money already paid must be repaid.

For the BW-Bonus, submit BAFA’s final cost decision and confirmation that the state funds were used as approved within six months after the approval period ends; the technical project proof must be supplied on request. Final payment is based on the costs BAFA ultimately accepts. For schools, submit the school authority’s checked proof of use without delay, a confirmation showing total income and expenditure, and an expert’s confirmation of the achieved efficiency standard.

Keep the relevant records for the retention period specified in your award and its conditions. The programme allows authorities to request information and documents and inspect the buildings for up to ten years after commissioning or completion.
