KOMUNERG energy community support

State Environmental Fund of the Czech RepublicTchéquiaencerra 31/12/2027

Grants, subsidised loans or both for registered Czech energy communities installing renewable electricity sources, storage and systems for local sharing.

Esta oportunidade está atualmente disponível em inglês.

Your energy community can install solar panels, wind turbines or biomass/biogas units that produce both electricity and useful heat. Support also covers batteries, meters, monitoring, software and equipment to manage generation and consumption. EV charging is a supplementary measure, and project preparation can be included.

You choose a nonrepayable grant, a subsidised loan or a combination. You must finance at least 10% of eligible project costs yourself. The total aid value is the grant plus the financial benefit of the loan's below-reference interest rate, rather than the full amount borrowed. This combined value is limited to 45% of eligible costs for new renewable generation, and 30% for generation-linked batteries and measures that manage or use electricity without producing it. Support for these nonproduction measures cannot exceed 50% of the support for renewable sources included in the project's sharing system. Eligible costs are subject to the call's unit-cost benchmarks.

New-generation aid under Article 41 of the EU General Block Exemption Regulation is capped at EUR30 million. Nonproduction measures use de minimis aid, with a cumulative ceiling of EUR300,000 for a single undertaking in Czechia over any three-year period; linked enterprises count together. Previous de minimis aid reduces the available room. The call also states a EUR300,000 limit per recipient over three consecutive accounting years.

If you borrow, SFŽP must approve your creditworthiness, examining past and projected cash flow and your ability to repay. You repay the loan in annual instalments over 5–10 years. Interest is fixed for the loan's duration below the reference rate; the reference rate includes a base rate and a margin reflecting creditworthiness and security. The grant/loan mix affects the interest subsidy.

The loan requires at least 100% security. Accepted forms include property, a bank or creditworthy third-party guarantee, a pledged term deposit, or evidenced project income assigned or pledged to the lender. A term deposit must cover principal and interest in full. For property, the normal required value is 1.18 times the sum of principal and expected interest, rising by up to 0.12 for the lower positive credit rating. Property must meet the annex's ownership, insurance, valuation and existing-charge conditions; security is agreed with SFŽP for the individual loan. Current or future project-income security requires documents demonstrating the income's origin, amount and stability.

The loan is paid after the support contract takes effect. The grant is paid after project completion and SFŽP approval of the payment-request documents, so the grant does not provide upfront construction cash.

Eligibility

  • Apply as an energy community under §§20b–20i of the Czech Energy Act, registered with the Energy Regulatory Office (ERÚ). It must be an association, cooperative or another corporation with substantially equivalent internal arrangements. Its main purpose must be environmental, economic and social benefits for members, rather than profit.
  • Your statutes must demonstrate open, voluntary membership, democratic governance, voting limits and profit-use rules. For an energy community, voting rights belong only to individuals, small enterprises, local or regional authorities, voluntary municipal associations and their contributory organisations. No voting member may exercise more than 10% of all votes.
  • The project must share electricity from new or existing renewable sources within no more than three neighbouring administrative districts of municipalities with extended powers (ORP), or Prague. At least 80% of annual generation and 60% of daily generation must be consumed in community/member buildings in that area. A qualified specialist's energy assessment must substantiate the generation and consumption balance.
  • You cannot be an undertaking in difficulty under Article 2(18) of the EU General Block Exemption Regulation, insolvent, in liquidation, in arrears to public budgets or on taxes, or a company in which a public official covered by §2(1)(c) of the Czech Conflict of Interest Act, or a person they control, holds at least 25%. The financial-distress test includes insolvency triggers and outstanding rescue or restructuring support; capital-loss tests depend on legal form, age and size, and controlled economic groups are assessed alongside the applicant where relevant. For Article 41 support, you must also have no unpaid order to repay unlawful, incompatible public aid; this check includes linked and partner enterprises, including foreign connections. Submit the financial documents required by the call and SFŽP guidance.
  • For a generator, contracted export capacity must be at least 30% of installed capacity; installed capacity cannot exceed the connection agreement. For medium-voltage distribution and transmission connections, the connection agreement must allow the grid operator to reduce electricity exports without compensating you. This condition does not apply to local distribution networks.
  • Solar projects cannot use class I/II protected agricultural land or forest land. The agricultural restriction has exceptions for floating solar and legally defined agrivoltaics; temporary agricultural-land withdrawal does not satisfy the rule.
  • Equipment must meet the call's independently certified technical standards, efficiency, controllability and warranty requirements. For batteries connected to solar or wind, supported usable capacity is 0.2–1.2 kWh per kW of supported peak generation capacity; standalone batteries use 0.2–1.0 kWh per kW of generation included in the project. Support is reduced proportionally above the maximum. Lead and nickel-cadmium (NiCd) batteries require documented closed-loop recycling: lead batteries must achieve at least 65% recycling overall and 97% lead recovery; NiCd batteries require 75% overall and 99% cadmium recovery. Other technologies, such as lithium or nickel-metal hydride batteries, do not need this evidence of subsequent disposal. Biomass/biogas combined heat and power must achieve at least 90% total efficiency and use at least 50% of useful heat within the community, with heat metering and documented eligible fuel.
  • Land/building purchases, unrelated building works, general overheads, routine maintenance and operation, and financial costs are excluded. VAT is eligible only if you cannot deduct it; a later right to recover VAT requires repayment of the corresponding support.
  • Do not fund the same eligible costs from other public sources; notify SFŽP of other public funding. Where construction/demolition waste arises, at least 70% by weight of nonhazardous waste must be prepared for reuse, recycling or other material recovery, excluding naturally occurring category 17 05 04 material. A qualified technical supervisor must verify the project requirements.
  • Complete the project within the five-year deadline tied to the support decision. You can ask SFŽP for an extension if exceptional, objective and unforeseeable circumstances would cause you to miss that deadline. Maintain ownership, operation and purpose for at least five years after completion; the call's sustainability monitoring runs for five years from submission of final-evaluation records. Property-use rights must cover the sustainability period.

How to apply

Condições do período de candidaturas
  • Closes earlier when the allocation and reserve are filled. Reserve applications have no guaranteed funding.[^c12]

Register your energy community with ERÚ and prepare its statutes, member information, project proposal and sustainable operating model. Commission the required energy assessment from an authorised specialist. Prepare the connection agreement or future connection agreement where relevant, the mandatory Excel cumulative budget and support calculation, and the financial/public-aid declarations. The initial member list can be indicative; the final list is required before the support contract.

For the Article 41 investment branch, submit your funding application before starting construction or making an irreversible equipment commitment. Preliminary feasibility studies, land purchase and permits are not treated as starting work; sending the tender selection decision is treated as an irreversible step.

Apply electronically through AIS SFŽP. Complete eligible applications are processed in submission order, subject to funding. The call has a CZK1 billion allocation; eligible applications beyond it can enter a reserve of up to another CZK1 billion, without guaranteed funding. Intake ends when the allocation and reserve are filled, even before the published closing date.
