Home insulation grant
Owner-occupiers of poorly insulated Sluis homes can receive up to €4,000 towards eligible costs of professionally installed insulation glass.
Esta oportunidade está atualmente disponível em inglês.
Replace existing windows with HR++ or triple glass through the Zeeuws Isolatieprogramma (ZIP). The glazing route described here covers non-monument homes and requires glass costs to be listed separately from frame costs on both the quote and invoice. Window frames are not reimbursed.
Sluis pays a grant for one professionally installed insulation measure per dwelling. The payment covers actual eligible costs up to €4,000 and cannot exceed the invoice amount. Labour, finishing materials, your own time, permits, exemptions, quotes and application costs are excluded.
Eligibility
- You must own the home in Sluis and live there as your main residence, or move in directly after renovation. Register as a resident at that address before the grant is paid. Second homes do not qualify.
- The home qualifies with a definitive energy label D, E, F or G, or at least two poorly insulated components: roof/attic floor, walls, floor/ground, or windows/panels/doors. ZIP assesses the grouped component as a whole: a well-insulated attic floor can mean the roof group already qualifies as sufficiently insulated. Examples of poor insulation include single or older double glazing with a Ug value of at least 1.6, a wall with no cavity/inner/outer insulation and Rc at most 1.1, or under 5 cm of floor/ground insulation with Rc at most 1.3. Ug measures heat passing through glass; Rc measures resistance to heat loss. An apartment can also qualify through the building-level alternative below.
- An owners’ association (VvE) may apply for an owner-occupier. Alternatively, an apartment qualifies when its building has a VvE and at least one owner-occupied home (the rules call this a gemengde vereniging). At least two of the building’s components listed above must be poorly insulated, and your apartment must physically adjoin a component receiving an eligible measure. This alternative uses the building’s insulation condition rather than requiring your apartment to meet the dwelling test above.
- The WOZ property valuation dated 1 January 2022 must be no more than €500,000. If a higher valuation was subsequently reduced to €500,000 or less, you may request assessment using that lower valuation. The address must not have received this or an earlier Sluis local insulation grant.
- Use a construction company registered in the construction trade in an EU or EEA country. Replace existing glass within the existing home; extensions, demolished-and-rebuilt sections, garages and separate outbuildings are excluded. The referenced installation conditions require a home built before 1 January 2019, or proof that its building permit was requested before 1 July 2018.
- Glazing must have an RVO product registration code (meldcode), stated on the quote and invoice. HR++ glass must have a U-value no higher than 1.2 W/m²K; triple glass no higher than 0.7 W/m²K. A lower U-value means less heat escapes. For triple glass, also replace the frames with insulating frames, while keeping frame costs separately itemized and outside the grant.
- For this route, plan 3–45 m² of replacement glazing. The minimum may be waived for a very small home whose entire relevant component is smaller than the minimum. Follow the nature-friendly insulation rules so protected animals are not harmed or disturbed.
How to apply

- Applications are considered in order of receipt, while budget remains.
- The scheme ends on 31 December 2028.
- Apply and request final assessment within 12 months of the invoice date.
- For planned professional work, complete the process within 12 months of ZIP registration.
Start through the ZIP professional-company application instructions and complete the linked online registration form. ZIP checks the dwelling’s eligibility. For planned work, submit a quote showing the area, RVO product code, work address and eligible glass costs. Wait for provisional approval before the company starts. Complete the remaining steps within 12 months of registration.
Provide readable Dutch documents, the energy label or a description of the home’s insulation, and its WOZ value. After installation, submit itemized invoices, proof of all payments, the completion date and photographs. The award sets a 12-month accountability period. Submit the final grant claim within 12 months of the invoice date; if you miss that deadline, the municipality may set the grant to zero. ZIP can check the work, including by a sample inspection.
You can also register for completed work if the invoice is no more than 12 months old; a quote is then unnecessary. A motivated request for an advance may be granted. Otherwise, after final assessment, the approved amount is paid to your bank account. The final grant can be reduced if work is incomplete, obligations are not met, information is incorrect or incomplete, or an incorrect award should have been apparent to you.
