Local home insulation grant
A grant for owner-occupiers of eligible older, poorly insulated homes to have insulation installed by a contractor of their choice.
Esta oportunidade está atualmente disponível em inglês.
The free-choice contractor route reimburses eligible insulation work with up to €1,800 for non-biobased materials or €2,000 for biobased materials. Biobased insulation must contain at least 70% renewable natural biological raw materials by dry weight.
You may combine this grant with national or regional insulation grants. The municipality calculates its contribution assuming you receive the national ISDE grant, and reduces its contribution if combined grants exceed your actual costs. Not applying for, or not receiving, ISDE does not increase your municipal grant.
The route covers external/internal facade insulation, floor or ground insulation, roof or loft-floor insulation, and qualifying replacement glazing. Choose either floor or ground insulation, and either roof or loft-floor insulation. Insulating doors and frame panels qualify only alongside replacement glazing.
Eligibility
- You must be at least 18 and own and live in a home within Ermelo that is directly accessible at street level, with living accommodation adjoining the ground (the scheme’s “grondgebonden woning” category). The published recruitment group covers homes on the owner's own land, built in 1993 or earlier, with energy label D or worse and WOZ value below €525,000. WOZ is the official property valuation; the scheme uses the reference date 1 January 2024. Your address must be verifiable by Regionaal Energieloket.
- This entry covers requests and calculated municipal awards of at least €150: the municipality may refuse an award below €150 under its general subsidy rules. Awards also remain subject to the other applicable refusal grounds, including a balanced budget, demonstrated need for the subsidy and lawful, non-commercial activities that benefit Ermelo residents.
- All work must be performed by a building company registered with the Chamber of Commerce. The free-choice route can cover work performed from 1 January 2024. Each home may use only one municipal application route.
- Insulation must improve an existing poorly insulated part of the home. For roofs this means less than 9 cm insulation or Rd ≤2.0; floors/ground have no or poor insulation, less than 5 cm, with Rd ≤1.3; facades have no cavity, internal or external insulation, with Rd ≤1.1; existing glass has Ug ≥1.6, such as single, old double or HR glass. Loft-floor insulation is an alternative to roof insulation where no loft-floor insulation is present, the existing Rd is ≤2.0, the loft is unheated and its access hatch or door is closed.
- New facade insulation must achieve Rd ≥3.5 over at least 10 m². Floor, ground, roof or loft-floor insulation must achieve Rd ≥3.5 over at least 20 m². Rd measures resistance to heat loss; higher values mean stronger insulation. Replacement HR++ glass must have U ≤1.2, triple glass U ≤0.7, frame panels U ≤1.2 and doors Ud ≤1.5 W/m²K. U measures heat passing through a component; lower values mean less heat loss. Glazing, doors and panels may be combined to meet the minimum 3 m², but doors and panels require replacement glazing.
- The municipality can refuse disproportionate costs, work that does not serve the scheme, reversible measures or new additions instead of replacing existing elements. An award is withdrawn if a scheme refusal ground is established afterwards. Notify the municipality immediately in writing if work or grant obligations cannot be completed, or relevant circumstances change.

- Apply with a valid housing code; uninvited eligible owners can request access from the municipality. Complete applications are considered in receipt order until the €1.5 million budget is exhausted. The scheme runs through 31 December 2030.
Use the Regionaal Energieloket isolation-action login with your postcode and personal housing code. If you fall within the published subsidy group but have no letter, email duurzamer@ermelo.nl with your energy label and a document showing your WOZ value. The municipality assesses eligibility and may give access to the application routes; a code request does not guarantee an award.
Check access to the free-choice route before committing to work. The €1.5 million scheme budget is allocated in order of complete applications until exhausted; same-day applications may be decided by lottery if the remaining budget is insufficient. The scheme runs through 31 December 2030.
After the contractor finishes, report completion and submit the complete, truthful declaration through the project website with a valid housing code. Regionaal Energieloket checks the declaration against municipal rules within 10 working days, and pays you within 10 working days after approval. A failed check means no payment. Using this declaration route cancels other municipal subsidy-route registrations, and repeat claims after already using the subsidy are rejected. Fraudulent or incorrect payments may be recovered. Give Regionaal Energieloket immediate written notice of changed application details.
