Owner-occupier insulation subsidy
A grant for owner-occupiers to insulate an older house in Utrechtse Heuvelrug, covering DIY materials or work by a certified company.
Esta oportunidade está atualmente disponível em inglês.
Improve insulation in your existing house with cavity-wall or other wall insulation, roof or unheated attic-floor insulation, floor or ground insulation, or high-performance glazing. New extensions, extra storeys and dormers are excluded.
For DIY work, only insulation materials are reimbursed, up to €1,750 including taxes. For work by a company, the grant covers up to 70% of the invoice including taxes, capped at €1,750. If wall, floor or roof insulation is carried out entirely with qualifying natural, biobased materials, the ceiling can increase by €250 to €2,000. These materials must be recognised on RVO's ISDE material list. The award is available only once per address; it can be paid in parts.
You may combine this grant with other subsidies. Declare other funding in your cost plan. The municipality can refuse support if its necessity is not demonstrated, the amount is unsuitable or sufficient own or third-party funds are available.
Eligibility
This entry covers ordinary houses, rather than the separate conditions for monuments. You must own a house in Utrechtse Heuvelrug and use it as your main home, or move into it as your main home immediately after renovation. The house must have been built before 1992 and be outside a homeowners' association (VvE). It must be an existing independent home registered for residential use; apartments, caravans and houseboats are excluded. The WOZ property valuation for 2022, 2023 or 2024 must be no more than €602,000. If the home has no WOZ valuation, provide another valuation, such as an appraisal, for assessment.
At least two building components must still be demonstrably poorly insulated. Homes with an A, B or C energy label require additional evidence. The tests are:
- Roof: insulation thinner than 9 cm and an Rc value of 2.0 or less.
- Attic floor: no insulation, or an Rc value of 0.5 or less.
- Cavity wall or other wall: an Rc value of 1.1 or less.
- Floor or ground: insulation thinner than 5 cm and an Rc value of 1.3 or less.
- Glazing: single, old double or HR glass with a U value of at least 1.6.
Rc describes the existing component's resistance to heat loss; Rd describes the added material's resistance. Higher values mean better insulation. U measures heat passing through glazing, frames or doors; lower values mean better insulation. At least one measure must meet its minimum area. A second measure can use the remaining grant without meeting that minimum area, but its other conditions still apply.
- Cavity walls: at least 10 m² and material Rd of at least 1.1.
- Other walls: at least 10 m² and material Rd of at least 3.5.
- Roof or attic floor: at least 20 m² and material Rd of at least 3.5. An attic or loft must be unheated if its floor is insulated.
- Floor or ground: at least 20 m² and material Rd of at least 3.5.
- Glazing: at least 5 m². HR++ glass must have U no higher than 1.2; triple glass no higher than 0.7. Replacement insulating frames and insulating doors must have U no higher than 1.5. Panels combined with the glass must meet at least the same U standard as that glass. Qualifying glass, frames and doors count toward the area.
Materials must appear on the ISDE list and the municipality applies the ISDE measure and material conditions, except that its minimum glazing area is 5 m². Work must have been carried out after 1 January 2024, on the existing insulated boundary of the house. The municipal grant must not already have been awarded to the address.
Only nature-friendly insulation is eligible. Plan around the wildlife calendar, make the building free of wildlife before insulating, and provide alternative shelters in the cavity or in a shelter box. DIY cavity-wall and external-roof insulation are excluded. Any outsourced measure must be carried out by a certified company, and the insulation company must be certified for nature-friendly work.

- Approval of the final grant amount must be requested before 31 December 2028. Reservations last 12 months, with one written extension of up to six months, never beyond the scheme end. Funding follows complete applications and ends when the shared budget is exhausted; a waiting list then applies.
Apply to Gemeente Utrechtse Heuvelrug online using DigiD through the reservation form. Before work starts, submit the construction year, property valuation, declaration of two poorly insulated components, energy label if known, and proposed measures with their DIY or contractor method. Include an activity plan, intended results, itemised costs and other funding. You can also apply after completing eligible work, with all completion evidence at once, but the budget may already be exhausted.
A reservation lasts 12 months. Complete the work and apply for approval of the final grant amount within that period; you can request one six-month extension in writing. Neither period can go beyond the scheme's end. Your application for approval of the final grant amount must arrive before 31 December 2028.
After the work, apply through the municipality's online process for approval of the final grant amount (subsidievaststelling). The municipality checks your completion evidence and decides the amount it will pay. Provide dated photographs showing the work at your address, the insulated area, and the company invoice or DIY material purchase receipts. Include the material type, Rd or U value and ISDE reporting code; where relevant, also provide the frame schedule, brand, type and associated frame. The municipality may inspect the home and completed work.
Tell the municipality immediately if work or grant obligations will not be fulfilled, or if significant differences arise between actual and budgeted income or expenditure, explaining the cause. Report relevant financial changes and developments affecting compliance promptly in writing. Use the grant efficiently for the approved activity and do not give it away to third parties. Follow any additional duties in your award decision. If requested, supply missing documents within four weeks. Incomplete work, unmet obligations or lower expenditure can result in a reduced final grant, including zero. Payment follows final award, within four weeks.
Awards follow the order of complete eligible applications within a €2.3 million budget shared with the VvE insulation scheme. If only part of the requested amount remains, the municipality can offer a partial award and ask what work you can complete with it. If maximum reservations are reached, applicants enter a waiting list and may receive an award if a reservation expires unused or the budget increases.
