Energy efficiency grant

Region DalarnaSuécia

A grant for manufacturing and tourism companies in Dalarna to reduce energy use through efficiency investments in machinery and processes.

Esta oportunidade está atualmente disponível em inglês.

You can seek support for investments outside buildings that are clearly identifiable and solely improve energy efficiency. Their full investment cost can qualify only if there is no less energy-efficient alternative investment that would have been made without support. Costs unrelated to improved energy efficiency do not qualify. Compressor efficiency measures are an example; a whole replacement purchase is not automatically eligible.

Region Dalarna sets the percentage after assessing your company's need, including group membership, dividends and local competition. For this ordinary investment route, the legal ceiling is 30% of eligible costs, with up to 20 percentage points extra for small companies or 10 for medium-sized companies: 50% and 40% respectively. These are ceilings, and the assessed award may be lower. A small company has fewer than 50 staff and annual turnover or a balance-sheet total no higher than €10 million, calculated under the EU company-size rules.

Payment comes after you report completed measures. You must finance the remaining costs with cash from your company, private investors, a bank or other financiers; attach loan commitments where used. High demand on the regional budget can delay payment. Other state aid, including de minimis aid for the same costs, must stay within applicable aid ceilings; centrally managed EU money also has a total public-funding limit for those costs.

You must provide information requested for follow-up. Payment must be withheld, and paid support must be recovered, if incorrect information caused an erroneous or excessive award, you should reasonably have recognised another award error, funds are not used for their approved purpose, or award conditions are breached. Repayment interest runs from one month after the recovery decision at the state's lending rate plus two percentage points. Recovery or interest can be reduced for special reasons.

Eligibility

  • Your manufacturing or tourism business must operate in Dalarna on market terms and have a market outside Dalarna. Region Dalarna requires no more than 249 employees and annual turnover no higher than €50 million.
  • EU SME rules also apply. Count staff as annual full-time equivalents, including owner-managers, with part-time and seasonal work counted proportionally. Add partner-company figures proportionally and linked-company figures in full. A holding of at least 25% of capital or voting rights normally creates a partner relationship. Majority voting rights, the right to appoint or remove a majority of the governing body, or dominant control can create a linked relationship. Generally, public bodies controlling at least 25% of capital or voting rights prevent SME status. Exceptions to the ownership and partner rules cover public investment corporations, venture-capital companies, universities or non-profit research centres, institutional investors including regional development funds, and autonomous local authorities with an annual budget below €10 million and fewer than 5000 inhabitants. They also cover individuals who regularly invest in unlisted companies (business angels), if their combined investment in your company is below €1.25 million. These exceptions apply only if the investors are not linked to your company, individually or together. Use the latest approved accounts; size-category changes generally require two consecutive accounting periods, and new firms use a good-faith estimate.
  • The company must not be an “undertaking in difficulty”. For SMEs this includes insolvency proceedings or meeting the legal criteria for them, a rescue-aid loan not yet repaid or a rescue guarantee not yet terminated, or restructuring aid with an ongoing restructuring plan. For a limited-liability company, the capital-loss test applies when accumulated losses, after deducting reserves and other own funds, leave a negative amount exceeding half its subscribed share capital, including any relevant share premium. For a company whose members have unlimited liability, it applies when accumulated losses have consumed more than half the capital shown in its accounts. Both capital-loss tests exclude SMEs under three years old. A narrow exception covers firms not in difficulty on 31 December 2019 that became so during 2020–2021. Payment is also barred while a recovery order remains outstanding for Swedish aid the European Commission found illegal and incompatible.
  • Own electricity generation, such as solar panels, is excluded. The retained route does not cover fossil-fuel energy equipment, cogeneration or district heating/cooling. Investments to meet EU standards already in force cannot receive support; for adopted standards not yet in force, finish the investment at least 18 months before they take effect.
  • EU exclusions cover fishery and aquaculture activities and export-linked operating aid. Agricultural processing/marketing aid is excluded if calculated from product price/quantity or passed to primary producers. A business with excluded and eligible activities can receive aid for eligible activities only if activities or costs are separated so the excluded work does not benefit.
  • Employee pay and benefits must at least match the applicable collective agreement. Obtain all necessary investment permits before starting.

  • Apply before starting the investment or ordering goods or services.

Apply on a rolling basis through Tillväxtverket's Min ansökan for Region Dalarna. Submit before starting the investment or ordering goods or services. Starting after submission but before the decision is at your own risk. The EU start-of-work test includes the first legally binding equipment order or other irreversible commitment; buying land, permits and feasibility studies are preparatory work.

Include your company name and size, project description and start/end dates, location, cost list and requested public support. Attach a profit budget for the next two years, a cash-flow budget for the next year and supplier quotes. For investments above SEK700,000, request written quotes from at least two potential suppliers and attach the responses. A used-machine purchase needs a certificate showing it was not previously acquired with public funding. Attach a power of attorney if the authorised signatory does not sign the application.

If EU money co-finances the award, special documentation and public-information duties apply. Contact Region Dalarna's business-support officers Lars Erik Liss (larserik.liss@regiondalarna.se, 023-49 92 28) or Lena Romlin (lena.romlin@regiondalarna.se, 023-49 92 27) for application help.
