Household building energy grant

Eko skladEslovênia

Grants for individuals improving heating, insulation, windows or heat-recovery ventilation in personally owned buildings in Slovenia.

Esta oportunidade está atualmente disponível em inglês.

Public call 126SUB-OB26 covers completed improvements in legally built buildings in Slovenia. You can claim for one or more of the nine measures below. The work must have been completed from 1 March 2026 onward, before you apply. The completion date is the service date on the invoice, or the invoice date if no service date is shown.

The grant is calculated from the recognized costs of each measure, including the eligible purchase and installation work. Each percentage below is a maximum and is also subject to its stated cap:

  • Solar heating: up to 30%, capped at €300 per m² of collector aperture area—the collector area used to calculate support—or €600 per kVA of installed photovoltaic capacity. This covers solar systems for heating air or water. Photovoltaic modules qualify only when used exclusively to heat water directly through resistance heaters, disconnected from both the electricity grid and the building's internal low-voltage electrical installation.
  • Wood-biomass central heating: a boiler receives up to 20%, capped at €2,000, for a first installation or a project without a qualifying old-heater replacement. Replacing a qualifying old combustion heater raises this to 50%, capped at €5,000. For a pellet stove with a water heat exchanger connected to central heating, the corresponding limits are 20%/€800 and 50%/€2,000.
  • Heat pumps for central heating: an air-to-water pump receives up to 20%/€1,000 without a qualifying replacement, or 50%/€4,500 with one. For water-to-water and brine-to-water pumps, such as ground-source systems, the limits are 20%/€3,000 or 50%/€8,000 respectively.
  • District-heating connection equipment: up to 50%, capped at €3,000 per dwelling, for replacing or installing a heating substation in a building with one or two dwellings.
  • Replacement wooden windows: up to 40%, capped at €300 per m² of replaced windows, in an older building. Wooden and wood-aluminium frames qualify; PVC frames and newly added windows do not.
  • Facade insulation: up to 40%, capped at €35 per m², for an older building with one or two dwellings.
  • Roof or ceiling insulation: up to 40%, capped at €35 per m², for a flat or pitched roof, or a ceiling facing an unheated space or attic, in an older building.
  • Floor insulation: up to 40%, capped at €35 per m², for a floor on the ground or above an unheated space or basement in an older building with one or two dwellings.
  • Heat-recovery ventilation: up to 30%, capped at €2,500 for a central system per dwelling or business premises; €600 per local unit that supplies and extracts air simultaneously; or €300 per alternating supply/extract unit installed in a pair.

If both your permanent residence and the investment property are within the statutory Triglav National Park area, the final grant is increased by 25%.

Radiators and underfloor-heating systems are excluded from the recognized costs of biomass and heat-pump installations.

Eligibility

You must be an individual investing in the property as its owner or co-owner, a holder of the property’s building right (stavbna pravica), a tenant, or a close family member of an owner. The call's family-member definition covers a spouse or unmarried partner, child, parent, sibling, grandparent, grandchild, and the spouse or unmarried partner of a close family member. Your qualifying relationship must continue from application to the award decision.

  • The property or relevant dwelling/business premises must remain exclusively owned by individuals throughout that period. Property entered as a business fixed asset of a sole trader or another independently practising individual does not count as personally owned for this call.

  • Before the work, inform the relevant owners and obtain written consent representing more than 50% of ownership. Where work in a dwelling or business premises affects shared parts, land, building elements or installations, consent must represent more than 50% of the whole building. Keep it available for Eko sklad if requested.

  • The building must be legally built and fall within the Slovenian building energy-efficiency rules (PURES); agricultural outbuildings and wine cottages are examples outside this scope. For the measures limited to older buildings, the construction/change-of-use permit must predate 1 July 2010, or the building must have been built before then and have the required legalization or equivalent legal-status decision before application. For the measures restricted to buildings with one or two dwellings, the call defines a one-dwelling building as a single-family house such as a detached house, villa, courtyard house or terraced house containing only one dwelling. A two-dwelling building must be a standalone building with two separate dwellings occupying more than half of its total area.

  • Personally owned business premises can also qualify. For district heating, facade insulation and floor insulation, the exception is limited to premises in older buildings that are not eligible for the same measures under other Eko sklad calls.

  • Use new equipment and building products, installed and commissioned by a qualified contractor with a registered activity. Prototype and used equipment are excluded; materials without a qualifying installation invoice are not supported.

The equipment and installation must pass the technical tests for your measure:

  • Biomass: one qualifying boiler or central-heating pellet stove per dwelling/business premises. Boilers must meet EU ecodesign rules, seasonal heating efficiency of at least 78%, and the call's emissions limits. For automatic/manual boilers respectively, the limits are 30/45 mg/m³ of particles, 380/530 mg/m³ of carbon monoxide and 20/30 mg/m³ of organic gaseous compounds; nitrogen oxides must not exceed 200 mg/m³ at 10% oxygen in dry flue gas. These apply to the main and every other suitable fuel. A manually fed boiler needs the required heat-storage tank. A pellet stove with a water heat exchanger must have efficiency of at least 91%, dust emissions below 18 mg/m³ and carbon monoxide below 250 mg/m³. Obtain a positive first inspection from a chimney sweep and ensure the new appliance is in the ministry's chimney-sweeping register.
  • Electric heat pumps: one qualifying new central-heating pump per dwelling/business premises, meeting EU ecodesign rules. Electric air-to-water, water-to-water and brine-to-water pumps need seasonal heating efficiency of at least 140%, 200% and 170% respectively, measured for average climate at a 35°C low-temperature application. They must have the Smart Grid ready function. Installation requires a contractor in the Slovenian Environment Agency's authorized-company register, except for hermetically sealed pumps. Water-to-water pumps also require a water permit.
  • District heating: the new substation must control heating-water temperature according to outdoor temperature and allow adjustment of the heating curve and control-valve settings. Obtain network connection consent for a new connection, or renewed consent when replacing a substation changes the connection's basic parameters.
  • Windows: replacement wooden windows must meet the call’s window product standard, SIST EN 14351-1:2006+A2:2016 or the standard valid when tested. They need triple glazing, whole-window heat transfer Uw ≤ 1.0 W/(m²K), and a spacer with ψ ≤ 0.060 W/(mK). Lower heat-transfer values mean less heat passes through the window. Installation must meet the RAL three-level sealing method: an airtight, vapour-tight inner seal; thermal/acoustic insulation in the middle; and a vapour-permeable, watertight, wind-protective outer seal. Another complete sealing system needs an independent institution's test report.
  • Insulation: the ratio of thermal conductivity λ to installed thickness d must be no more than 0.200 W/(m²K) for facades, 0.140 for roofs/ceilings and 0.280 for floors. This links the material's insulating performance to how thickly it is installed. Existing roof/ceiling or floor insulation cannot count toward the required new insulation. Existing facade insulation that remains can count using the call's combined-resistance calculation, with its conductivity taken as 0.045 W/(mK) and its thickness evidenced by a photograph with a measuring tape; masonry and plaster do not count as existing insulation.
  • Ventilation: central units need heat-recovery efficiency of at least 80%, or 74% for the enthalpy-exchanger variant named in the call; local units need at least 70%. Specific input power must not exceed 0.45 W/(m³/h). Alternating supply/extract units must be installed in synchronized pairs.

Check the call's equipment lists and product documents before choosing your system. Inclusion on a list can remove the need to attach technical documentation, but does not guarantee eligibility; you remain responsible for proving compliance. Energy-labelled heating appliances, heat pumps and ventilation units must be registered by the manufacturer in EPREL, the EU energy-label product database.

The higher biomass or heat-pump replacement grant requires an old fuel-burning appliance that was in use for central heating and was destroyed after replacement. Keep photographs of it connected to central heating and of the space immediately after removal, before renovation/new installation, plus the destruction declaration. If photographs are unavailable, the FAQ allows other suitable evidence proving operation and removal. If another old heater remains, supply its annual chimney-sweep inspection record. Replacing a room heater, heat pump, district-heating substation or electric heater, disconnecting from a shared boiler, or replacing a heater in a building not previously occupied does not qualify for the higher rate.

If you install both biomass heating and a heat pump, only one measure can receive the higher replacement grant. Separate applications or multiple removed heaters do not automatically allow another uplift for the same building; separately registered dwellings with separate heating systems may be treated differently.

Protected buildings must comply with their heritage conditions. A measure may depart from the standard energy-efficiency conditions only under the 2025 energy-renovation guidance for cultural heritage, using current construction practice with reasonable costs; attach the heritage conditions and consent from the competent Slovenian heritage-protection institute.

You cannot receive another Eko sklad grant for a measure already supported under this or another call, or use other public funding for the same identifiable eligible costs. An Eko sklad loan can be combined with this grant if both calls' conditions are met. Their sum cannot exceed recognized costs, except when the grant is used exclusively to repay part of the Eko sklad loan. If you also seek Eko support for constructing/buying a nearly zero-energy home or a comprehensive nearly zero-energy renovation, this call can support only the solar measure.

The incorporated general conditions exclude applicants with overdue Eko sklad obligations or unfulfilled contractual commitments, overdue tax/non-tax obligations collected by the Slovenian tax authority of €50 or more, missing required employee withholding-tax returns for the preceding five years, unpaid wage/social-contribution obligations, insolvency/bankruptcy/compulsory winding-up proceedings, or a blocked bank account.

Keep funded products and equipment installed for at least three years after payment. Eko sklad may check the investment and use of funds until four years after payment. Breaches, false evidence or obstructing checks can lead to withdrawal and repayment; repayment is due within 15 days after the withdrawal decision becomes legally final, with statutory late-payment interest under the general conditions.

How to apply

Condições do período de candidaturas
  • Public call 126SUB-OB26: apply after completion for investments completed from 1 March 2026.
  • Applications are accepted through the published closure notice, in arrival order and subject to available funding.

Before the work, obtain the required owner consent and plan the photographs needed during installation and any old-heater removal. Apply after completion through eUprava for public call 126SUB-OB26, with the completed form, signed acceptance of the conditions and all mandatory evidence already available.

Attach the required invoice, payment proof or a financing agreement with the installer, photographs and measure-specific documents. Invoices must be addressed to an individual. If an invoice is addressed to another individual, attach their written permission to use it for your grant application.

Prove the building's lawful status with the relevant permit/legalization decision or the signed legality-and-use declaration. A new building not yet entered in the property cadastre needs the permit; the declaration alone is insufficient.

ENSVET energy advisers or Eko sklad advisers can help you submit electronically. Exceptionally, you can submit the prescribed paper forms and attachments in person or by post to Eko sklad, Bleiweisova cesta 30, 1000 Ljubljana.

Applications are accepted through the day Eko sklad publishes the call's closure notice and assessed in arrival order. A complete, timely application can still be refused after the available funding has been allocated. Payment follows the final award decision and is expected within 60 days, subject to available funds, to your personal bank account or toward the approved Eko sklad loan where applicable.
