MassEVIP Public Access Charging
Grants for electric-vehicle charging at non-residential parking open to the public in Massachusetts.

Install EV charging stations at publicly accessible parking. Sites owned by state or local government agencies, tribal governments or native villages can receive up to 100% of eligible hardware and installation costs; other sites can receive up to 80%. Funding is capped at $50,000 per street address, including previous awards under this programme. The programme’s higher government rate uses this specific ownership definition.
If your project receives National Grid, Eversource or Unitil charging-programme funding, MassDEP can fund eligible hardware but not installation. Other applicants can include eligible installation work, electricity-supply upgrades and accessible charging spaces. Land, taxes, software subscriptions, warranties, internet service, planning and permitting, running costs and maintenance are excluded. Engineering and plans for creating accessible EV parking are an exception when MassDEP funds installation; they are not covered if MassDEP is funding hardware only.
You must cover the remaining project costs and three years of operation and maintenance. Final reimbursement is the lower of the approved award and the applicable share of eligible costs on final invoices. Combined support cannot exceed eligible costs.
Eligibility
Public, private and nonprofit entities in Massachusetts can apply. You must own the location or have permission to install the equipment. Residential sites and locations requiring parking passes or permits of any kind are ineligible.
- Provide public access 24 hours a day, seven days a week. Where access restrictions apply, access may be reduced to no less than 12 hours every day. Designate and enforce one EV-only parking space per charging port, with permanent signs and directions from the parking entrance.
- Install new, hard-wired equipment certified to UL safety standards by a Nationally Recognized Testing Laboratory and able to charge vehicles from multiple manufacturers. Eligible chargers are Level 1 or Level 2 alternating-current (AC) models, or direct-current (DC) models rated at no more than 36 kW. Check the charger’s type and power rating when choosing equipment. AC equipment must meet Energy Star standards and appear in the State Appliance Standards Database; select “Electric Vehicle Supply Equipment (EVSE)” and “MA” to check it. Resold, rebuilt, rented, leased, gifted or warranty-replacement stations and replacement parts in existing stations are excluded. Any charging-payment system must be usable without a network membership or subscription.
- Operate and maintain the stations for three consecutive years, retain usage data for that period and provide it to MassDEP on request. Register the stations in the US Department of Energy locator and publicise them.
- Where the parking area is already subject to accessible-parking requirements, at least 5% of all existing and new EV charging spaces must be accessible, rounded up with a minimum of one. These remain available to all EV drivers and do not replace the required accessible non-EV parking spaces. Follow the programme’s detailed accessible-space design requirements.
- Do not combine this grant with another MassEVIP programme or other state funding for the same station.

Apply online to MassDEP, submitting a separate application for each street address, a project quote and a W-9 signed within the past year. Applications are considered first come, first served until funds are spent.
After approval, sign and return the contract documents. Equipment received or installation begun before MassDEP signs the contract is ineligible. Make the stations operational by your contract end date, meeting the signage and other grant requirements before requesting payment.
