KommKlimaFöR municipal heat-adaptation grant
Grants help Bavarian municipal bodies reduce heat impacts through shade, green roofs, climate parks, cooling fountains and rainwater systems.
Această oportunitate este disponibilă momentan în limba engleză.
KommKlimaFöR supports municipal heat-adaptation works, including natural shade for public spaces, kindergartens, playgrounds and schools, climate woodland and parks, green roofs, cooling fountains and simple rainwater-storage systems. This entry covers the heat-adaptation implementation route.
The grant normally covers up to 50% of eligible implementation expenses, with a maximum of €200,000. Municipalities with fewer than 2,000 residents and intermunicipal associations with fewer than 5,000 residents receive an increase of 10 percentage points. Financially weak municipalities receive an increase of 20 percentage points, regardless of population, if their municipal supervisory authority certifies that weakness, taking account of any debt-repayment stabilisation aid. The two increases cannot be combined.
You cannot use this grant if another Bavarian funding programme can fund the project. Federal or EU grants can be combined only if both programmes and state-aid rules permit it, using applications with the same cost plan and cost items. Total grants from all funders cannot exceed 90% of eligible expenses. Notify the approving authority immediately about other applications and send it the resulting award decisions as soon as received.
Awards depend on available public funds and can be refused if the programme is oversubscribed. Payment normally follows project completion and a checked use-of-funds report; interim payments can be requested during the award period. For the simplified procedure, full payment follows notification that the project is complete. Your award letter sets the payment arrangements.
Eligibility
- Bavarian municipal bodies, their associations and municipal enterprises can apply. This entry covers assets used for non-economic purposes: acquired assets must become the recipient’s property and must not be operated commercially.
- Show that the project reduces heat impacts, for example through a climate-adaptation concept, heat action plan or expert opinion. State how many residents it protects.
- The project must not have started. Work that you or a third party are legally obliged to carry out is excluded.
- Secure the full project financing. Eligible expenses must be at least €10,000 after application assessment. You must pay operating and ongoing maintenance costs yourself; your own staff costs and catering are excluded.
- Obtain necessary permits and any owner or other rights-holder consent before implementation. Funded assets must serve the approved project, normally for five years from the start of their intended use; an objectively shorter useful life may be accepted in justified cases.
- Contracts must be awarded at market prices. Use the grant economically for its approved purpose. The overall financing plan is binding; shifting costs between budget lines requires offsetting savings and either permission in the award letter or the approving authority’s consent. Immediately report additional funding, changes to the project or approval circumstances, failure to achieve its purpose, loss of intended asset use, or insolvency proceedings.
- If eligible costs fall or project income or third-party finance rises after the award, the grant is reduced proportionately. Earmarked donations first cover your own contribution and reduce the grant only to the extent they exceed it. Recoverable VAT is excluded from the financial report; use actual expenditure after refunds, discounts and rebates.
- Keep audit documents at least until the asset-use commitment ends. ANBest-P also requires records, contracts and other grant documents for five years after the use-of-funds report or confirmation, longer where other rules require it. Keep records available for inspections and provide requested evaluation information.
- Incorrect or incomplete claims, misuse of funds or failure to meet award conditions can lead to repayment with statutory interest.

The responsible authority is the Government of Upper Bavaria for Upper Bavaria and Upper Palatinate, the Government of Swabia for Swabia and Lower Bavaria, and the Government of Lower Franconia for Lower, Middle and Upper Franconia.
Provide the project description and goal, itemised expenses and financing plan, declarations that work has not started and about VAT deduction rights, any financial-weakness certificate, your governing body’s project resolution, and a declaration that you are not using other Bavarian state funds for the same project. The authority may waive particular documents or request more. Municipalities belonging to a district must inform their district office as supervisory authority about the application.
After completion, submit the digital use-of-funds report within six months after the award period ends, with an editable Excel expense list and a final results report. Supply invoices, receipts and bank statements when requested.
Grants up to €100,000 use the simplified procedure: a use-of-funds report is needed only if expressly requested after the deadline for notifying the authority of unused grant money. Your award letter sets that notification deadline and the receipt-retention deadline. Notify unused amounts within that deadline; the grant is normally reduced to the amount needed. If you do not notify unused money in time and a later check finds that it was not all used for the approved purpose, the award is revoked in full. Inspection and evaluation duties still apply.
