Municipal climate adaptation grant
Grants help cities and municipalities in Region Hannover remove paving, add shade and greenery, and retain rainwater to reduce climate impacts.
Această oportunitate este disponibilă momentan în limba engleză.
You can fund investments that durably reduce climate impacts, including removing sealed surfaces, greening and shading public areas, retaining roof runoff, and improving street trees or public green spaces. A technical justification or strategic concept must explain the investments, their benefits and their relevance to climate adaptation.
The grant covers up to 80% of eligible expenditure, with at least 20% contributed by the municipality. The grant must be at least €5,000 and cannot exceed €50,000. A municipality and its wholly owned subsidiaries together may receive no more than three awards totalling €50,000 per calendar year. VAT is eligible only where you cannot deduct input VAT. Final support is based on invoiced expenditure and cannot exceed the approved award.
You must obtain prior approval from Region Hannover for changes to the project or its expenditure and financing plan. If total costs fall or financing increases or is added, the grant is reduced proportionally when the total change in costs or financing exceeds €1,000. Notify the Region promptly about other public grants requested or received for the same purpose, new third-party funding, or cost/financing changes exceeding 7.5% or €10,000.
Eligibility
- This entry covers cities and municipalities in Region Hannover carrying out projects within the Region. Municipalities can cooperate, but one municipality submits the application for the whole project.
- Use available federal and state funding where possible. Combining support is generally allowed, but projects already supported through another Region Hannover funding instrument are excluded.
- Statutory measures, land purchase and related costs, your own staff costs, subsequent running costs, and analyses, concepts or advice for strategic planning or implementation are excluded. Eligible costs must be necessary for the project and economical.
- Secure the full financing. Obtain the landowner’s consent if you do not own the site, and any necessary permits separately. Only costs for services delivered during the award period are eligible.
- Do not enter a contract to carry out the project before approval. Preparatory planning covered by phases 1–6 of Germany’s HOAI fee rules for architects and engineers, soil surveys and land acquisition do not count as starting the project; land acquisition remains ineligible for funding. The Region may permit an early start on request in justified cases, but this does not promise funding. Purchased vehicles or items must directly relate to the project and remain in operation or owned for at least five years.

- For cities and municipalities in Region Hannover. Awards depend on available funds; eligible applications are prioritised by arrival if funds are insufficient.
Complete the municipal form, including its cost and financing plan. Attach the project description with technical justification or overall concept, any relevant plans, landowner consent where needed, cost calculation, confirmation that the project has not started, a central contact and an authorised handwritten signature. Send the digital application to Klimaanpassung@region-hannover.de, Region Hannover’s environmental department, Team Liegenschaftsmanagement und Klimaanpassung. Applications are accepted until 15 November each year; the current municipal deadline is 15 November 2026.
Awards depend on the available budget and are not guaranteed. If funding is insufficient, eligible applications are prioritised by arrival. Unless payments have fixed instalment dates, request only funds needed for payments falling due within six months after payout and draw funds proportionally alongside other funding and your own contribution.
Provide a final activity and financial report within one year of completing the funded purpose and no later than one year after the award period ends. If the financial report comes from the accounts for a separately budgeted project, submit it within one month of those accounts becoming available. No interim report is required. Keep records available for inspection. Incorrect or incomplete information, misuse, or failure to meet conditions, reporting or notification duties can lead to repayment; repayment claims carry annual interest of five percentage points above the statutory base rate. Delayed use of funds can also trigger interest, subject to the fixed-instalment exception.
Coordinate publicity with the Region, acknowledge its support using its logo, and provide images and text for publicity and documentation.
