Grants for cooperation networks on energy-efficient buildings
Grants for organisations forming or running networks that bring researchers, businesses and public bodies together to improve buildings’ energy use and their role in the energy system.
Această oportunitate este disponibilă momentan în limba engleză.
The innovation-cluster route within Resurseffektiv bebyggelse supports organised cooperation between independent organisations. Networks identify common needs, share knowledge and equipment, recruit partners and remove barriers to putting energy-efficient building solutions into use. Their work should build knowledge and skills and contribute to the programme’s goals. The separate research-project route has different funding conditions.
Topics include buildings that share or store energy and produce fossil-free electricity, flexible energy use, resilience to supply disruptions and extreme weather, efficient renovation and reuse, user behaviour, policy and business models. The network must address the call’s purpose and at least one programme goal; additional justified topics can be included.
The grant is up to SEK 3 million per project and at most 50% of eligible costs. Investment support goes to the network’s owner for building or upgrading the cluster, including physical assets and non-physical assets such as rights. Operating support goes to its operator and covers staff and administration for organising collaboration, specialist business services, member recruitment, equipment management, training, seminars and conferences. The rules allow operating support for at most ten years, but this call’s project must finish by 31 December 2031.
Members must co-finance the work through cash fees or their own contributions. Staff time, travel or provision of technology and information count only when the cost arises at a formal project party, is recorded as an actual auditable cost in its accounts, and directly relates to cluster activities. Another organisation’s work cannot be booked as your cost. Finance the remainder and any overruns; the agency can require more co-financing. Report other public or EU funding sought, received or planned for the same costs so combined aid stays within its limits.
Costs must be your own, reasonable, auditable and incurred during the approved project period. Unpaid work and recoverable VAT do not qualify. Project parties cannot subcontract each other; separate related-company consultancy is limited to the supplier’s actual salary cost.
For operating support, actual overheads—shared administration, office supplies or IT costs—normally have a ceiling of 30% of eligible salary costs. Universities and higher-education institutions use their full-cost method. A ceiling of 45% of eligible salary costs applies to research organisations constituted as limited companies or partnerships under direct or indirect state legal control, research foundations with government-appointed board members, and government agencies mandated to conduct their own research, excluding universities and higher-education institutions. They must receive funding by government decision for independent research and participate through non-economic work, such as independent research rather than commissioned research services. Only actual costs qualify. Economic activity must be accounted for separately and uses the ordinary 30% ceiling. Overheads are not eligible under the cluster investment-support route.
Eligibility
Companies, industry bodies, municipalities, other public organisations, universities and research institutes can participate. The coordinator must be a Swedish legal entity based in Sweden; a foreign organisation with a Swedish branch or place of business is treated equivalently. If the operator is different from the owner, it may be a legal entity or a group of companies without separate legal personality. Each company must separately account for costs and revenues from owning, operating and using the cluster.
Premises, facilities and activities must be accessible to multiple users transparently and without discrimination. The network must welcome additional financing members during the project. Fees must reflect market prices or costs plus a reasonable margin. A company financing at least 10% of investment costs may receive preferential access only in proportion to its contribution, with the conditions made public.
A party without activity in Sweden can receive funding only exceptionally: it must have unique expertise unavailable in Sweden, the project must be essential to programme goals and knowledge must clearly transfer to Swedish actors. The agency can still refuse funding when these conditions are met.
Start between 1 May and 31 August 2027 and finish by 31 December 2031. The call excludes natural-science basic research, larger pilot or demonstration projects and business-development initiatives. Consider gender equality and diversity in the team, leadership, work and intended effects.

Apply by 18 November 2026 at 23:59 Swedish time in Mina sidor’s “Finansiering av forskning, innovation och affärsutveckling” service. The call is “Effektiv energianvändning i bebyggelsen för ett hållbart energisystem”; choose the innovation-cluster route. Request authority to represent the coordinator, which receives and distributes the grant, a few days beforehand. Deadline-day support ends at 16:00.
Write in Swedish or English, adding a Swedish summary to an English application. Describe the cluster in the form. Attach an implementation plan for forming the network and CVs for the leader and other key people, at most one A4 page per person combined into one document. Optional attachments may total at most five A4 pages, excluding required documents, and must complement the form.
Explain the network’s contribution, originality, membership recruitment, cross-sector cooperation, use and sharing of results, plan, risks, budget, skills and equality considerations. The cluster route has its own assessment criteria. At least three external experts advise the agency, which may also consider its portfolio. Decisions are planned for April 2027; unsolicited additions after closing are not accepted. The agency may obtain credit information.
If funded, follow the payment and reporting schedule and seek approval for project changes. The coordinator retains participants’ written commitments. Each party awarded at least SEK 3 million needs a certificate from an authorised or approved auditor at final reporting. Municipalities, regions, government agencies, universities and higher-education institutions may use an internal auditor; the agency can require a certificate below the threshold too. Further payments may be held until 90% of earlier payments are used. Return unused funds; incorrect awards or breached conditions can trigger recovery, with interest on unlawful state aid.
