Energy management system grant
Grants help Québec industrial sites manage natural gas use through operational changes, energy monitoring and verified savings.
Această oportunitate este disponibilă momentan în limba engleză.
Set up or improve an energy management system (EMS): the practices, staff training and monitoring that help your site use less natural gas while maintaining production and service quality. This standalone Énergir programme supports diagnostic work, energy management and, where needed, an energy management information system (EMIS) that collects and analyses consumption data.
Énergir covers up to 75% of eligible costs, with implementation assistance capped at CAD 175,000. Within that total, diagnostic work is capped at CAD 20,000, EMS implementation at CAD 70,000 and EMIS implementation at CAD 70,000; those three categories together cannot exceed CAD 125,000. Measurement and verification receives up to CAD 5,000 per 12-month period for each submitted gas-savings report, capped at CAD 25,000 over five years. External energy-consultant support is capped at CAD 25,000 and excludes diagnostic and measurement-and-verification work. You must contribute at least 25% of eligible implementation, measurement-and-verification and external consultant costs.
Eligible spending includes staff and partner work, relevant training, energy-committee activities, baseline modelling, permanent measurement equipment and data-processing tools. ISO 50001 certification and annual audit costs qualify if you obtain certification before project month 63. Eligible costs exclude GST and QST; recoverable taxes are not reimbursed. Administrative costs and costs eligible under another Énergir programme are excluded. Costs, services and work before the contract start date are excluded, or before the Notice of Interest submission date where that exception applies.
A separate incentive pays CAD 0.50 per eligible cubic metre of natural gas saved, capped at CAD 1 million over the project. Payment follows approval of the annual gas-savings report. Savings must come from measures implemented after the project starts, and only savings for the reporting year count. The technical guide prevents repeated claims: when you reuse the same baseline model, subtract savings already declared in earlier periods. Also subtract savings funded by other efficiency programmes. Savings must not increase consumption of another form of energy inside or outside the measured boundary. If your site produces energy or uses energy not supplied by distributors, include it in the calculations and adjust eligible savings proportionately; only savings affecting gas supplied by Énergir can be claimed.
An optional advance of up to CAD 25,000 may cover eligible implementation costs. You must substantiate those costs by the progress-report stage. The advance is offset against costs submitted, and further assistance is withheld until its remaining balance is exhausted. Any unused balance must be repaid if the project no longer meets requirements or you leave the programme.
Eligibility
- Your applicant must be a legal entity with a Québec Enterprise Number (NEQ), owning, operating or occupying an industrial site in Québec. The site must be an Énergir customer or becoming one, and normally consume at least 2 million m³ of natural gas annually. Some lower-consumption buildings qualify only with Énergir’s exclusive approval. New customer service is subject to the utility’s service terms and may require a deposit or settlement of applicable outstanding debt.
- Submit the participant file and obtain Énergir’s approval before implementing the project. Each project covers one site and significant energy uses—such as processes, equipment or production lines—that together account for at least 40% of the site’s gas consumption. For a new facility, the targeted uses must already operate and have at least 12 months of pre-project consumption data.
- Support covers operational improvements without reducing service, production output or quality. Capital-investment measures, equipment replacement, fuel switching and measures eligible under another Énergir programme are excluded. Legally required compliance projects and projects harmful to health, safety or the environment do not qualify.
- A site that has participated since 25 February 2026 cannot enter again. Participants funded before that date may enter with Énergir’s authorization; prior payments are deducted from the relevant implementation categories. The standalone project cannot receive assistance from another granting agency under this programme, and the same claimed costs cannot be submitted to another Énergir or granting-agency programme.
Senior management must sign the natural-gas energy policy. You must provide trained technical resources, achieve gas savings and operate the EMS and measures for five years after the project ends. During the project and for five years after it ends, allow inspections during normal business hours with 48 hours’ notice and provide copies of supporting project documents. Reply to written progress requests within ten business days and report a change of the designated contract representative within 48 hours.
Énergir can cancel assistance or require repayment for noncompliance, misrepresentation (intentional or not), debts owed by you or your partners, associates, shareholders or subsidiaries, breaches of service terms, overlapping funding, partial or complete closure, liquidation, change of control, insolvency or dissolution. Failure to maintain the funded measures can also trigger repayment; an inspection showing declared measures were never implemented requires immediate repayment. Énergir may require an irrevocable, unconditional letter of credit for the assistance amount throughout the project.
You remain responsible for the project and damage caused by its execution, and must indemnify Énergir, its directors, officers, employees, subcontractors and successors against actions arising from the project or participation. Énergir can terminate eligibility if it has not received a satisfactory response within two months of a written information request.

- Obtain Énergir approval before implementation. The online Notice of Interest is optional; send the participant file’s eligibility request to efficaciteenergetique@energir.com.[^c2][^c11][^c20][^c21]
You can begin through the optional Notice of Interest. For the eligibility application, contact Énergir at efficaciteenergetique@energir.com for the participant file, complete its Request for Eligibility and send it to that address with the required documents. Énergir assesses the application and, if accepted, sends the contract for signature. Approval must precede implementation; signing the contract starts the project, which must finish within 75 months.
Submit diagnostic, progress and implementation deliverables at months 3, 9, 15, 27, 39, 51 and 63 after project start, with updated assistance calculations, expense reports and supporting documents. These reports need an engineer belonging to the Ordre des ingénieurs du Québec with AEE 50001 Certified Professional credentials and an authorized senior-management signatory. For the month-3 diagnostic, Énergir may approve an equivalent certification. Submit the final gas-savings report by month 75.
For the performance incentive, submit four to five annual gas-savings reports, the first no earlier than month 15 and subsequent reports on its anniversary. The measurement guide uses consecutive 12-month monitoring periods; the first starts between months 3 and 27 after contract signing. Establish and justify a 12- or 24-month reference period, validate it annually and update it when necessary. Each savings report needs supporting documents and verification and signature by a Québec-order engineer with CMVP, IPMVP-PMVA or an Énergir-approved equivalent certification, plus relevant advanced measurement-and-verification training.
Calculate savings by comparing actual consumption with the consumption expected without the measures, accounting for factors affecting energy use. Énergir must approve the choice of model. Its guide checks both statistical accuracy and whether the model reflects how your site operates: normally no more than five variables, R² above 0.75, a coefficient of variation (a measure of model error) below 20% for daily, 10% for weekly or 5% for monthly models, a Durbin–Watson statistic around 2 and predicted uncertainty of no more than 25%. These tests check the model’s fit and whether errors distort the claimed savings; the guide also allows justified model selection where a relevant model does not meet every statistical test. If uncertainty in calculated savings exceeds 25%, justify an additional check and obtain Énergir’s approval. Calculating individual-measure savings without a model also requires Énergir’s approval.
For each approved payment, email a compliant invoice within 30 days of Énergir’s invoicing request; it may close the file after written notice if you miss that period. Énergir may end or change the programme without notice, while covering substantiated eligible costs incurred between project start and the effective change or end date under the programme rules.
