Grants for specialist assessments and installation work to improve poorly performing existing district or communal heat networks in England and Wales.

Assessment grants, called revenue grants by the scheme, can cover up to 100% of eligible costs for an external specialist to assess the network, identify causes of poor performance and recommend costed improvements. Installation grants, called capital grants, can cover less than 50% of eligible costs for measures that improve performance.

Eligibility

You must be responsible for operating or managing an existing district heat network or communal heating system in England or Wales.

Eligible applicants are public-sector bodies, registered companies that submit annual accounts, and officially registered third-sector organizations that submit annual accounts. You must be a legal entity able to approve investment and instruct the funded work; individuals and consultants applying for clients cannot apply.

Projects serving more financially vulnerable residents are prioritized. HNES can reject an application that does not support these residents, or does not adequately show how their outcomes will improve.

The installation grant does not cover replacement of the primary heat-producing plant, changes to pipework or heat emitters in the tertiary network—the final distribution part—or meters required by heat-network metering rules.

  • Send a valid expression-of-interest request by 25 September 2026 to receive access to the application portal.

Email Talan at hnes@talan.com with the information requested in the applicant guidance to register an expression of interest. After review, Talan provides access to the portal, where you complete the form for either an installation grant (capital) or a specialist-assessment grant (revenue).

Award recipients must provide monthly or quarterly monitoring reports and consent to publication of the grant value and funded activities.
