Energy Efficiency Assistance Program: home upgrades for qualifying households
Eligible Manitoba households can receive a free home assessment, insulation and energy-saving devices, with free heat pumps for qualifying electrically heated homes and rebates for eligible windows and doors.

The Energy Efficiency Assistance Program supports eligible homeowners and renters through an assessment and approved upgrades. Efficiency Manitoba arranges the assessment, identifies suitable improvements and connects the owner with registered programme contractors.
Available support includes free insulation and installation for eligible attics, walls and basements identified in the assessment; free ENERGY STAR certified smart thermostats; and small items such as LED bulbs, efficient showerheads, tap aerators and air-sealing products. Some devices are installed during the visit; if left for later installation, the owner is responsible for installing them properly.
A qualifying home currently heated by an electric furnace, electric baseboards or an electric boiler may receive a free air-source or ground-source heat pump. Insulation and heat-pump installations must use a registered programme contractor. Eligible ENERGY STAR certified triple-pane windows and doors receive CAD 300 each; this is a rebate, not a promise of free window or door replacement.
The assessment does not guarantee that every upgrade will qualify or suit the building. For approved contractor work, contractors invoice Efficiency Manitoba directly, avoiding an upfront payment for that covered work. The owner chooses the eligible upgrades and contracts with a registered contractor.
Eligibility
The home must be in Manitoba, built before 2009, suitable and safe for the work, and occupied year-round for the previous 12 consecutive months. Eligible types are single-detached or semi-detached homes, or mobile/modular homes on a permanent foundation with a permanent water supply. Apartments, attached garages, outbuildings, homes under construction or unoccupied, seasonal dwellings and other dwelling types are excluded.
The applicant owner must be at least 18 and currently own the property unless Efficiency Manitoba waives that requirement in writing. All registered owners must be included and sign. A corporation must provide its Business Signing Authorization Statement from its articles of incorporation. For an owner-occupied home, it must be the owner’s principal residence throughout the year; for a rental, household qualification concerns the tenants.
For income qualification, add the income before deductions of household residents aged 18 or over, subject to the student exclusion below. Count all adults and children living in the home to select the household-size limit:

Income verification covers residents aged 18 or over. A full-time student may provide an official enrolment letter instead of tax information; their income is not counted. Alternatively, a First Nation band member with status can qualify through that status, providing a status card or community letter. The programme includes First Nations people living off-reserve or owning their home on reserve. Property value and assets can also affect the eligibility review.
Non-profit housing providers can bypass individual tenant income verification if their housing agreement requires tenants to meet income criteria or their mandate specifies lower-income housing. They can provide mandates, leases, tenant handbooks or evidence that rents are below Manitoba Housing’s Median Market Rents, its published middle-of-the-market rent benchmark.
Renters need owner participation and signatures. Each adult tenant providing income evidence must sign the tenant consent form; tenants may send confidential income documents directly to Efficiency Manitoba. If utility accounts are in the landlord’s name, the landlord must pass the resulting energy savings to the tenants.
Disclose previous energy-efficiency assistance from government, Manitoba Hydro or Efficiency Manitoba; it may affect eligibility. Combining this with another Efficiency Manitoba programme’s funding, incentive or loan requires its express prior written consent.

- Use the “GET IN TOUCH” button on the linked programme page to upload the completed eligibility application to Efficiency Manitoba. Do not upload income-verification documents through that form. Send income documents separately by mail to Energy Efficiency Assistance Program, PO Box 247 STN MAIN, Winnipeg MB R3C 2G9; fax to 844-361-2315; or email to EEAP@efficiencyMB.ca. If emailing, cover the Social Insurance Number (SIN); Efficiency Manitoba cannot guarantee the security of personal information sent by email. You may instead mail the eligibility application with the supporting documents. For rentals, the landlord must apply; tenants can send their confidential income evidence directly to Efficiency Manitoba. For income qualification, each resident aged 18 or over normally supplies a tax return and Notice of Assessment for the most recent tax year. People with self-employment or seasonal income also provide the applicable business, farming or rental statement. The income instructions explain student and alternative-document routes, including evidence of recent participation in specified assistance programmes. Include tenant consents where relevant.
- Obtain eligibility approval before the free home assessment. This approval only admits the household for assessment; the visit must happen within 12 months of approval or the application is cancelled.
- For qualifying heating or insulation work, choose a contractor from the programme’s registered list. No work may begin until the required subsequent agreements and work orders are submitted and approved. The contractor confirms approval and schedules installation. Complete identified upgrades within 12 months of the assessment, otherwise the owner may have to reapply.
- Sign off on the completed work. Registered contractors invoice Efficiency Manitoba directly for covered work. Cooperate with verification and promptly report changes to submitted information in writing. Breaching the agreement, including ceasing to be the relevant Manitoba Hydro account holder, can lead on notice to cancellation of work in progress and immediate repayment of contractor payments made on the owner’s behalf.
