Toekomstbestendig Wonen Lening
A personal loan for owner-occupiers to improve the energy performance of a ground-level home in Scherpenzeel.
Această oportunitate este disponibilă momentan în limba engleză.
This entry covers the owner-occupier personal loan. The municipality accepts actual improvement costs for your home and outbuildings, including energy improvements and work to help you keep living independently. Every investment must include at least one energy measure.
Borrow €2,500–€35,000. The €35,000 limit includes multiple applications for the same home. The published interest rate is 2.6%, fixed once your loan is agreed. The maximum term is 10 years up to €15,000, or 15 years from €15,001. You pay fixed monthly instalments covering interest and repayment of the amount borrowed; repaid money cannot be borrowed again. The province and municipality can change terms for new loans.
There is no closing fee; any financial adviser you choose is at your expense. SVn offers the loan without financial advice. You still have to repay if your contractor fails to deliver.
The money goes into a construction depot, a reserved account for your approved work. Submit invoices using SVn's claim forms: SVn pays the contractor directly, or reimburses an invoice you already paid after you provide proof and SVn approves it. You pay any invoice amount exceeding the depot balance yourself; banking costs for payments such as foreign or urgent transfers are passed on to you. You cannot add your own money to the depot. It normally lasts 12 months, with one requested extension of up to 12 months. It closes when fully used or work is complete, and no later than 24 months; SVn may close it after six months without transactions. Any unused balance reduces your loan. Depot interest is credited for up to 12 months at the rate in your loan documents and offsets your periodic payment.
You can repay extra without a fee, at least €250 each time. After partial early repayment SVn adjusts the monthly payment; if it falls below €35, SVn may shorten the term. Late payment brings statutory interest and may bring administration or collection costs. SVn can demand immediate repayment after at least two months' arrears if you remain in default after notice; also if you leave or are expected soon to leave your permanent residence in the Netherlands, become bankrupt or enter statutory debt restructuring, or deliberately provided material false information. On death this applies only when SVn has good reason to expect the obligations will not be met.
Eligibility
- You must own the home and live, or intend to live, there as your main residence. It must be in Scherpenzeel, directly accessible from street level and have at least one floor at ground level. This route excludes apartments belonging to a VvE (owners' association). All owners apply jointly, and at least one applicant must be younger than 76 when applying to SVn. Each joint borrower is responsible for the whole debt.
- The scheme targets homes with the greatest need for energy improvement, using energy labels C–G as its guideline. The municipality checks energielabel.nl and decides applicability when data are missing. Recently substantially improved homes may be excluded even with a qualifying label. For special cases, such as a label-B home needing accessibility adaptations, asbestos removal or foundation repair, the municipality can depart from the criteria in consultation with Gelderland and, for application of the scheme in those cases, SVn. At least one energy improvement remains required.
- Measures must take electricity-grid capacity into account. Work causing disproportionate grid load without suitable solutions falls outside the scheme's purpose. A departure requires prior consultation with Gelderland and/or SVn and either discussion with the regional grid operator or a demonstrable fit with municipal heat plans.
- Apply before the financed work has begun or been completed. Accepted actual costs must be at least €2,500 and reasonably proportionate to the result. Funding depends on sufficient budget.
- SVn independently checks whether your income and household, housing and employment situation allow you to afford the extra monthly payments alongside existing expenses. Home equity does not determine this assessment. Municipal approval reserves budget and does not guarantee the loan; SVn can reject it under its leading credit policy.

- Available while the municipal/provincial budget is sufficient.
First submit your plans to Gemeente Scherpenzeel through its household Toekomstbestendig Wonen Lening form. Include the measures, financial estimates such as quotations, and a work schedule. Applications are handled in order of receipt. The municipality decides within eight weeks of receiving a complete application; a missed decision deadline does not mean approval. If information is missing, you have four weeks to complete it before the municipality can leave the application unprocessed.
After a positive municipal decision, use the allocation letter to apply to SVn. SVn assesses your finances and, if approved, offers the loan and construction depot. For help with the municipal route, call 033-277 23 24.
