Eastern Slovenia energy-poverty renovation grant

Eko skladSloveniapână la 18 K EUR

Grants cover energy-saving home improvements for low-income owner occupiers in Eastern Slovenia whose homes are inefficient or have unsuitable living conditions.

Această oportunitate este disponibilă momentan în limba engleză.

The ZER – VZHODNA SLOVENIJA call can fund roof, wall and floor insulation in one- or two-dwelling buildings. It also supports replacement windows and entrance doors, solar or heat-pump water heating, local ventilation that recovers heat from outgoing air, and replacement of an old combustion heater with wood-biomass heating in houses or individual apartments. Solar photovoltaic water heating must be a separate system used only to heat water, connected neither to the electricity grid nor the home's internal wiring.

The grant covers 100% of approved eligible project costs including VAT, normally up to €18,000. Eko sklad may raise this to €19,800 for exceptional unforeseen or additional works approved before they are carried out; additional costs for each measure cannot exceed 10% of that measure's contracted grant. Invoices must stay within the approved quotation and agreement, apart from this approved exception. Final funding is settled against invoices and paid to the contractor; any overdue contractor debt to Eko sklad is offset first.

For work on shared parts of a two-dwelling building, the owners must agree to cover costs according to ownership shares, and Eko sklad funds only the applicant's share. Shared-part works in larger apartment buildings are outside this call.

Eligibility

  • You must be a private individual living at your registered permanent address in a municipality covered by Eastern Slovenia, and renovate that same home. Check the municipality list linked with the call documents. You alone or together with family members must own at least half of the home, with ownership entered in the land register before applying. Sole traders and other registered independent professionals cannot apply under this call.
  • You or a family member must receive social assistance or the income-support supplement at application, have received extraordinary social assistance at least twice in the previous two years, receive child benefit in income class 1–3, or receive a state scholarship in income class 1–2. If relying on a family member's benefit, you must be included in the welfare decision's household assessment. For child-benefit and scholarship applicants, combined family assets must not exceed 48 basic minimum-income amounts, excluding the home you live in; include the required asset declaration, Form 2.
  • The home must need more than 150 kWh/m² of heating energy annually, demonstrated by a current energy certificate, calculation or energy adviser's written assessment. Alternatively, it must meet the call's unsuitable-living-condition test: missing, thin (up to 6 cm) or failed insulation causing persistent unhealthy damp or mould; single-glazed, box or coupled windows, or double-glazed windows without a low-emissivity coating and gas filling, causing draughts and cold; or a leaking roof causing damp that ordinary repairs cannot resolve. Provide photographs; an adviser must confirm the conditions. Under that alternative route, only improvements that remedy those living conditions can be funded.
  • The home must be suitable for the improvements. Eko sklad normally checks this through an energy adviser. If the adviser does not confirm the relevant conditions, you may request a second adviser’s opinion. If that adviser also does not confirm them, you may establish the facts through a suitably qualified court expert. Notify Eko sklad within 15 days of the last adviser inspection and submit the expert opinion within three months of that inspection; the three-month deadline cannot be extended. This route allows further evidence to be assessed and does not guarantee approval. It must be a legally built residential property owned entirely by individuals; any legalisation procedures must be complete before application. Submit the call's proof of legality and consent to the works from co-owners holding more than 50% of the building's total ownership shares.
  • You must have no overdue Eko sklad payments or unmet contractual obligations, no overdue tax and other FURS-collected charges totalling €50 or more at application, and no blocked transaction account or insolvency, bankruptcy or compulsory-termination proceedings. Where applicable, wages and social contributions must be paid and all required payroll withholding returns for the preceding five years submitted.
  • Normally one grant is allowed per building. Separate eligible households in separate apartments may each receive one grant for their own apartment. A paid grant to anyone for the same building or part under either ZERO500 call, ZER 2024 or the earlier ZER call excludes it. The earlier ZER exception covers only its measure G (biomass heating), G combined with E (hot-water preparation), or measure H: check the measure code in that earlier award. An already Eko-subsidised measure cannot be subsidised again, and the same costs cannot receive other public funding.
  • A qualified contractor with a registered activity must do the work; using Eko sklad's reference list is optional. Prototype and used devices, equipment and construction products are excluded. Materials and devices must meet the call's technical performance requirements, and energy-labelled products must be registered in EPREL, the European product database. For biomass heating, the adviser and Eko sklad must confirm that the old combustion heater needs replacement; it must be removed and destroyed. Replacing an electric heater, heat pump, petroleum stove or district-heating connection, or disconnecting a shared heater, does not qualify. The new heater needs a positive first inspection by a chimney sweep and entry in the ministry's chimney-service register; the inspection cost is not funded.
  • Protected buildings and archaeological sites require heritage-protection conditions and then consent before work. Protected-building improvements may depart from the usual energy-performance specifications only under the applicable heritage-renovation guidelines and the call's conditions on current practice and reasonable cost.
  • Keep the home and funded products, equipment and devices for at least five years after grant payment: selling or otherwise disposing of the property or removing funded installations is prohibited during that period.

  • Applications are open through Eko sklad’s published closing day and subject to available funds. Complete applications are processed in order.[^c2][^c23][^c38][^c39]

Apply to Eko sklad through the linked eUprava service, or submit the prescribed forms and supporting documents by email to vloge@ekosklad.si, by post, or in person at Bleiweisova cesta 30, 1000 Ljubljana. A coordinator from the published list can give free help with the application and project administration. Complete applications are handled in order; an incomplete application takes its place only when corrected. Eko sklad accepts applications through its published closing day, but applications beyond the available budget can be rejected.

After checking the application, Eko sklad sends an energy adviser to inspect the home and prioritise eligible improvements. Following an award decision, submit the first contractor quotation within 120 days of receiving the decision. For each later measure, submit its quotation within 120 days of submitting the previous measure's complete completion documents. Quotations must follow the cost guidance and include the required technical documentation. Request any justified extension before the deadline.

Start each improvement only after the agreement between you, the contractor and Eko sklad has become effective, when the last party signs. Finish it within 12 months of that date; completion means the service date on the invoice, or the invoice date if no service date is stated. Eko sklad can approve a justified extension of up to six months; a further extension requires confirmed exceptional circumstances. Ask before the deadline expires. Submit completion documents within 15 days of the completion deadline, based on the energy adviser's final report.
