MassEVIP Multi-Unit Dwelling & Educational Campus Charging
Grants for shared EV charging at Massachusetts housing with at least five homes or educational campuses with at least 15 students.

Install electric-vehicle charging for residents or students. MassDEP can cover up to 60% of eligible equipment and installation costs, capped at $50,000 per street address including previous awards under this programme.
Projects receiving National Grid, Eversource or Unitil charging-programme support can receive MassDEP support for eligible hardware only. Other applicants can include eligible installation work and electricity-supply upgrades. Land, taxes, software subscriptions, warranties, internet service, planning and permitting, running costs and maintenance are excluded. Engineering and plans for creating accessible EV parking are an exception when MassDEP covers installation, but not when it funds hardware only.
You must cover the remaining project costs and three years of operation and maintenance. Final reimbursement is the lower of the approved award and the applicable share of eligible costs on final invoices. Combined support cannot exceed eligible costs.
Eligibility
Owners or authorised representatives of Massachusetts multi-unit housing and educational campuses can apply. The site must have at least five residential units or at least 15 students. You must own the site or hold permission to install the equipment.
- All residents or students at the site must have practical access to the chargers. A charging space cannot be reserved for a particular resident or student. Provide written proof with the application, such as association rules or a letter from the landlord or authorised decision-maker.
- Designate and enforce one EV-only space per port, with permanent signs. Protect equipment from damage and maintain the surrounding area, including snow removal.
- Use new, hard-wired equipment able to charge vehicles from multiple manufacturers and certified to UL safety standards by a Nationally Recognized Testing Laboratory. Eligible chargers are Level 1 or Level 2 alternating-current (AC) models, or direct-current (DC) models rated at no more than 36 kW. Check the charger’s type and power rating when choosing equipment. AC equipment must meet Energy Star standards and appear in the State Appliance Standards Database; select “Electric Vehicle Supply Equipment (EVSE)” and “MA” to check it. Resold, rebuilt, rented, leased, gifted or warranty-replacement stations and new parts in existing stations are ineligible. Any payment system must be usable without network membership or subscription.
- Operate and maintain the stations and collect usage data for three consecutive years, supplying the data to MassDEP on request. Publicise charging to residents and visitors; register in the US Department of Energy locator if stations are open to the public.
- Where the parking area is already subject to accessible-parking requirements, at least 5% of all existing and new EV charging spaces must be accessible, rounded up with a minimum of one. They must remain available to all EV users and must not reduce required accessible non-EV parking. Follow the programme’s detailed design requirements.
- Do not combine this grant with another MassEVIP programme or other state funding for the same station.

Apply online to MassDEP for each street address separately, with a project quote, proof that all residents or students can use the chargers, and a W-9 signed within the past year. Applications are considered first come, first served until funding is spent.
Do not order the stations before receiving the Notice of Pending Award. Sign and return the contract documents; equipment received or installation begun before MassDEP signs is ineligible. Make the stations operational by your contract end date and meet signage and other grant requirements before requesting payment.
Massachusetts municipalities, public universities and colleges, and state agencies must run their own public purchasing process or use vendors on state contract VEH122; see its linked user guide. Other applicants may choose any vendor, provided the equipment meets programme requirements. Executive state agencies must use established statewide contracts and COMMBUYS, the state purchasing platform.
