EV Tourism Corridor Charging Program

New Jersey Board of Public UtilitiesNew Jerseyindisponibil

Reimbursement for hotel and publicly accessible electric-vehicle chargers near designated New Jersey highway corridors; applications are closed.

Această oportunitate este disponibilă momentan în limba engleză.

The FY26 programme reimbursed eligible charger purchases after installation and approval. Hotel Level 2 chargers, which use an AC electricity connection, have a base cap of $5,000 per dual-port charger. DC fast chargers have published base caps of $100,000 for the 100–200 kW band and $180,000 for the 200+ kW band, limited to 90% of charger costs. These are equipment incentives, rather than a promise to cover the whole installation.

At sites in a designated Overburdened Municipality, the programme offers a 50% base-incentive bonus, either as additional funding or eligibility for additional chargers. This designation applies to census block groups meeting at least one threshold: 35% low-income households, 40% residents identifying as a minority or members of a State-recognized tribal community, or 40% households with limited English proficiency. The terms link to the New Jersey environmental-justice community information to check the location. The charger-cost calculation includes hardware, taxes, delivery, activation fees and warranty. ENERGY STAR-certified DC fast chargers can receive an additional $5,000 per dual-port charger.

Sites outside the electricity-service territories of Atlantic City Electric, JCP&L, PSE&G and Rockland Electric can also receive support for make-ready work: the panels, conduit and wiring needed to connect the chargers. The caps are $5,000 per dual-port Level 2 charger or $50,000 per dual-port DC fast charger, covering up to 50% of those costs.

Eligibility

  • Businesses, state and local government entities and nonprofits can qualify for publicly accessible DC fast charging. Businesses at residential properties are excluded; nonprofits must be tax-exempt under section 501(c)(3) and operate in New Jersey. Hotels and motels must be permanent buildings with at least 10 lodging units, for stays of no more than 30 nights. Campgrounds, trailer parks, vacation rentals and condos are excluded.
  • A corridor charging site must be within one mile of the nearest exit or intersection of an eligible highway, measured by the shortest driving route. Hotels installing only Level 2 chargers can be within three miles. The terms list eligible toll roads, interstates, US highways and state highways in Appendix A.
  • Base limits are two dual-port DC fast chargers per corridor site, or four dual-port chargers per hotel site, with no more than two of the hotel chargers being DC fast chargers. Limits apply per location and fiscal year. The same entity or a related entity cannot receive incentives for two sites within a half-mile driving radius of each other.
  • DC fast-charging sites need a permanent restroom on the charging site, open to everyone, and at least one public amenity, such as a restaurant or convenience store. The amenity must be within 0.3 miles of the chargers, reached by a crosswalk or paved, passable sidewalk, or located on the same property or parking lot. Contiguous parking lots with walking access within that distance also count. Provide mapping showing the route and distance, using an alternative site plan or mapping tool if online maps are incomplete, and self-attest that the site meets Americans with Disabilities Act accessibility requirements after reviewing the ADA Access Board Guide. Restrooms and amenities must be operational before payment. All DC fast chargers must be public. Hotel Level 2 chargers may serve guests only, but must be public if the hotel offers public charging or receives DC fast-charger incentives. These chargers are not intended for employee or fleet use.
  • DC fast chargers must supply at least 100 kW per dual-port charger. Equipment must charge two vehicles simultaneously from the same electrical infrastructure and support a state-compliant network provider. It needs OCPP 1.6 or later certification for network communication, standard connectors and testing-laboratory listing to UL 2202 for DC equipment or UL 2594 for Level 2. Level 2 equipment also needs ENERGY STAR certification. A pair of single-port Level 2 units can count as one dual-port charger if directly adjacent, mounted between two parking spaces and powered by the same electrical infrastructure. The New Jersey Board of Public Utilities (BPU) may approve non-adjacent pedestal units case by case if they charge two vehicles simultaneously from that same infrastructure; provide supporting documentation, such as an electrical diagram. For two single-port DC fast-charger dispensers to count as one dual-port charger, they must share the power source and electrical infrastructure, allow one vehicle to receive the full shared power, and allow two vehicles to charge simultaneously at each dispenser’s full capacity.
  • Each charging port must remain available to charge vehicles for at least 97% of the time (uptime) for five consecutive years after installation. The programme may audit documents, visit the site and request records during that period. If selling the property, notify the administrator, Center for Sustainable Energy (CSE), and BPU and include the five-year programme obligations in the sale documents. Cancelled or inappropriate payments can have to be repaid; recipients bear any tax liability.
  • The same charger cannot be funded through this programme and It Pay$ to Plug-In or Clean Fleet; document different equipment if using those programmes. Utility installation incentives may be combined with this support up to 90% of total project costs, subject to the utility’s own eligibility rules.

The FY26 process uses the programme website for two phases. Submit Phase 1 before completing the charger purchase or starting construction; early orders are at your own risk. Work undertaken before formal reservation approval is also at your own risk. Complete the project within 365 days of reservation or request an extension from CSE by email.

For Phase 2, chargers must be installed and fully paid for. Submit purchase evidence, serial numbers, site photos, the network agreement and any required make-ready invoices and utility bill. Notify CSE immediately if the charger make or model changes from Phase 1. Payment follows Phase 2 approval by check. Respond within 14 calendar days if CSE requests correction of incomplete application documents, or the application will be cancelled.
