WieNeu+ innovative environmental study grant
Grants for private individuals to study innovative renewable-energy solutions for buildings in Grätzl 20+2 and Hernals.
Beskrivningen av den här finansieringen finns för närvarande på engelska.
This entry covers the environmental-study route for individuals without economic activity, such as owners who live in their own property. You can fund innovative preliminary or feasibility studies for climate-friendly building energy solutions, including building-integrated solar generation and combinations of renewable-energy generation serving several properties. The study must support the WieNeu+ neighbourhood renewal goals and explain its technical or social innovation. Established building solutions with no contribution to innovation are excluded.
The grant covers up to 50% of eligible study costs, with a maximum of €30,000 and a minimum grant of €1,000. Only the extra costs of innovation compared with a conventional project qualify; show this innovative cost share clearly in your application. Costs must also be directly connected to the project and necessary to achieve its purpose. Your own work is excluded. VAT can be included if you cannot recover it; recoverable VAT is excluded. Representation and hospitality, gifts and tips, vouchers, voluntary social benefits and private pension costs, public taxes and fees, unused discounts, notional costs, lost profits, reminder fees and bank-account charges are excluded.
Funded studies concern new or refurbished renewable-energy generation, for example innovative solar generation. They must relate directly to environmental or energy investments eligible under the incorporated EU rules. Only the part of a study concerning such investments qualifies. Receiving study funding does not require a subsequent investment. Mandatory energy audits are excluded; an additional audit beyond the mandatory audit can qualify. Disclose other public grants for the same project through the final accounts or final payment: combined aid for the same eligible costs must stay within the applicable EU ceiling.
Eligibility
- You must be a natural person without economic activity, for example an owner-occupier. The rules treat income-generating business activity, including renting property, as economic activity. This entry covers the private study route.
- Applicants must be within Grätzl 20+2 or Hernals. The project must be mainly in the relevant programme area or clearly connected to it. For a project outside a target area, show a clear link and added benefit for that area.
- Explain the public interest, contribution to WieNeu+ goals and relationship to Vienna. You must show financial need and that the remaining financing is secured. The objective must not already have been achieved or be achievable in another way, and no adequate available alternative subsidy may cover the purpose. The project must comply with applicable law and Vienna’s central strategies.
- Applicants with pending insolvency, or an insolvency case not opened or discontinued for insufficient assets while still visible in the insolvency register, are excluded. Relevant property-crime convictions under §§125–168d of the Austrian Criminal Code, including grant misuse, exclude applicants while the criminal-record information remains unrestricted. You cannot be materially involved in administering the grant, refuse necessary information or knowingly give incorrect information. An evidently unattainable project purpose is also excluded.
- Do not discriminate, including on grounds of sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or other opinion, national-minority membership, wealth, birth, disability, age or sexual orientation. Targeted measures promoting equality and removing disadvantages are permitted. You must respect the Wiener Antidiskriminierungsgesetz’s prohibitions on discrimination and disadvantage and declare acceptance of liability under its §9(1). The grant conditions also make you responsible for damage you cause and require you to protect the city against resulting third-party claims and disadvantages from non-award or recovery.
- Demonstrate that prices are reasonable, for example through concepts, calculations or comparative offers. Public procurement rules apply according to contract value, and apply fully if you are a contracting authority. Use funds economically, take available discounts and keep to the agreed timetable. Manage your overall finances using the same principles of economy and purpose. Funds must not build up cash reserves.
- Notify project changes, delays, inability to complete, changes of address or bank details, enforcement action and specified grant-misuse or corruption convictions immediately in writing. The city can impose revised conditions or recover funding; changes to grant conditions require written agreement. A cofinanced project must receive its third-party funding.
- Keep relevant records and receipts for seven years after payment and permit inspections and information checks. Normally submit project and financial proof within six months after completion, unless the contract sets another deadline. Multiyear awards require annual accounts. Return unused funds within four weeks after the project ends. A late return attracts 4% interest. Acknowledge the city and WieNeu+ in public presentations; the grant cannot be assigned or pledged.
- False information, misuse, missed duties or deadlines, failed cofinancing and specified convictions can cause full or partial recovery. Repay recovered funds within the city’s set deadline; late payment attracts 4% interest.

- For projects benefiting the Grätzl 20+2 programme area. Applications can close early if funds are exhausted. Apply before project start or the first binding equipment order.
Submit a complete application to the City of Vienna’s Technical Urban Renewal department (MA25) before starting the project or making the first binding equipment order. Use the named WieNeu+ application form linked from the official application instructions. The rules permit online, email or postal submission; the city’s form must be used for each route. Email submission goes to post@ma25.wien.gv.at, or post it to Technische Stadterneuerung, Maria-Restituta-Platz 1, 1200 Wien. A preliminary technical discussion is strongly recommended; contact wieneuplus@ma25.wien.gv.at.
Provide the project description, cost and financing plan, goals and timetable, signed declarations, identity document and criminal-record extract. Disclose other relevant grants received or sought and any political offices. The city supplies income-and-expenditure and target-indicator spreadsheets with the application instructions.
The board meets at least twice a year. Earlier submission gives no priority, and the award can be lower than requested because available budgets determine its size. There is no legal entitlement. An award becomes binding when you unconditionally sign and return the grant contract.
After completion, send invoices, payment evidence and documentation of the study with the final accounts. Full payment depends on agreed completion and checks; deficiencies can reduce or recover the grant. The city can hold payment if implementation is in doubt or earlier grants remain unaccounted for, and can offset outstanding city claims. Payment goes to the bank account declared in the application.
