Airport ground power and air-conditioning grant

Kommunalkredit Public ConsultingÖsterrikestänger 31 dec. 2027

Grants for companies operating Austrian civil airports with international traffic to install renewable ground power and air-conditioning equipment for parked aircraft.

Beskrivningen av den här finansieringen finns för närvarande på engelska.

Fund fixed ground-power systems, mobile electric ground power units (e-GPUs) that supply electricity to parked aircraft, or mobile or fixed pre-conditioned-air (PCA) systems that supply conditioned air to aircraft on the ground. You can combine these measures in one application or submit separate applications where different implementation schedules make that useful.

Eligible work includes the equipment, necessary cables and converters, essential construction work, and renewable generation and battery storage sized to supply the supported equipment. Solar panels and batteries can also be retrofitted to existing or already-being-installed fixed ground-power systems and e-GPUs. Planning and other intangible services are eligible up to 10% of recognised net investment costs.

The non-repayable grant is paid after the project accounts have been checked. It covers up to 20% of the net costs directly linked to the environmental benefit, rather than every project expense. A company and its connected companies are counted together: their combined grant across all applications cannot exceed 40% of the advertised programme budget. The 2026 programme has up to €3 million available.

Eligibility

  • Applicants must be operating companies of Austrian civil airports with international traffic covered by the programme's TEN-T core-network and Austrian national-policy framework scope. The guide identifies Vienna, Innsbruck, Salzburg, Graz, Klagenfurt and Linz airports in this scope.
  • Apply for voluntary investments by ensuring KPC receives your application before your first binding order or any other commitment that makes the investment irreversible, whichever comes first. Planning services can precede that point. Measures required by an authority are excluded.
  • All operating electricity must demonstrably come from 100% renewable sources. A battery must be at the same site and metering point as the generation plant and obtain at least 75% of its annual energy from the directly connected renewable plant.
  • An authorised specialist contractor must perform the work correctly and to applicable standards. Equipment must comply with airport ground-equipment rules; its technical design must follow aircraft manufacturers' and aviation authorities' requirements.
  • Excluded costs include disposal, energy supply, replacing non-functional equipment, maintenance and repairs, used parts, land and site development, unrelated equipment, taxes and fees, connection charges and network-access fees, self-performed work and stock materials, materials without a specialist installation invoice, cost overruns, legal costs, insurance and financing, temporary construction facilities, and discounts even if unused. Individual receipts below €500 net and services invoiced above €5,000 net paid in cash are also excluded.
  • You cannot receive another federal grant for the same measure or investment share. Regional and municipal grants may be combined within the applicable environmental-funding rules and state-aid ceilings. Declare all other grants applied for, promised or received for the measures when settling the project.
  • When operating and maintaining the equipment, take account of safe use by people of different body sizes and physical abilities.

Villkor för ansökningsomgången
  • First selection round: 15 October 2026 at 12:00 Austrian local time. Dates may change and the programme can close early if funds are exhausted.[^c12]

Apply online through Kommunalkredit Public Consulting (KPC) at the programme page. Submit the completed application template with the project description, schedule and costs; the completed and signed bank report; a list of required official permits and their status; and quotations for the main equipment. Only complete, timely applications are considered. A pre-application consultation with KPC is optional.

KPC assesses complete applications in order of receipt, and the Klima- und Energiefonds approves projects subject to available funds. A legally effective funding contract is required for a grant entitlement. Payment follows KPC's examination and approval of the final accounts.

The contract normally sets completion six months after approval, and no later than 31 March 2028. Submit complete final accounts through KPC's settlement platform within one month of the contract completion date. Exceptional extensions require evidence of causes outside your control and cannot go beyond 30 June 2028.

Final accounts must include invoices, order confirmations, payment evidence, permits and proof of renewable electricity. At least one comparison quotation, making two price statements in total, is required to demonstrate reasonable costs. If public-procurement law applies to you, follow it and submit the relevant records. Request project or cost changes within KPC's specified assessment deadline and before the earliest binding order, delivery, construction start or other irreversible commitment for the affected equipment. Cost increases after approval and grant increases at settlement are excluded.
