Grants for homeowners in Croatia to install heat pumps, solar panels for their own electricity use and accompanying battery storage.

Beskrivningen av den här finansieringen finns för närvarande på engelska.

You can combine a heat pump with a grid-connected solar installation, or apply for either activity. Battery storage is funded only alongside a new solar installation under the same application. A heat pump may provide space heating while your existing gas system continues to supply hot water; you do not have to remove the old heating system.

For the 2026 call, ordinary support covers up to 50% of eligible installation costs. The eligible-cost ceilings are €12,500 for a heat pump, €12,000 for solar PV and €11,200 for storage. This gives maximum grants of €6,250, €6,000 and €5,600 respectively. Qualified households at risk of energy poverty can receive up to 70%, with corresponding grants of €8,750, €8,400 and €7,840.

Solar support is also limited to €600 per kW at the ordinary rate or €840 per kW at the enhanced rate. Storage support is limited to €350 or €490 per kWh respectively. Solar capacity for this calculation is the smallest of the approved export connection capacity, panel peak capacity and inverter capacity. If approved export capacity is zero, the smaller of panel and inverter capacity is used.

A contractor must both supply and install the new equipment. Equipment you buy separately is ineligible. Replacing an existing heat pump or battery, or replacing or extending an existing solar installation on the same electricity meter, is excluded. Design fees and required supervision are paid by the applicant.

Eligibility

  • You must own or co-own an existing family house in Croatia and have registered your permanent residence at its address at least 30 days before applying. Foreign nationals with permanent residence in Croatia may qualify. The applicant must have no overdue unresolved obligations to the Fund and must contribute their own funds.
  • The house must be legally built, with no additions or alterations that differ from its legality documents. More than half its gross floor area must be residential, and it must have either no more than three residential units or no more than 600 m² gross building area. Houses still under construction require a final use permit before applying. If you use at least half the house for economic activity, you cannot receive the grant.
  • All co-owners must consent. If Croatia or a local/regional authority co-owns the house, the private applicants must co-own at least 50% of its gross floor area and obtain that public owner's consent. A protected historic house or one in a protected historic area requires prior approval or confirmation that the design or offer meets conservation conditions.
  • For a heat pump, the whole house needs an energy certificate and energy-audit report. Its heating-energy class must be C or better in continental Croatia, or B or better in coastal Croatia. The equipment must meet Annex 1's seasonal efficiency requirements for its system type and operating temperature; its refrigerant must comply with EU fluorinated-gas rules and have a global warming potential no greater than 750. Systems of at least 30 kW need a main design and professional supervision.
  • Solar panels must have efficiency of at least 20%. Eligible panel capacity may be no more than 50% above the approved connection capacity for drawing electricity from the grid. Solar and battery installations need a main design; battery designs must include fire protection. Batteries must be factory-tested, compatible with the inverter and intended for stationary household use, and must appear in the grid-connection documents. Ground-mounted solar can qualify where the design and local spatial plan permit it. If a battery is rejected, an otherwise eligible solar installation can still receive support.
  • For the 70% rate, the household's adjusted average monthly income for 2025 must be no more than €1,341.42, and the project house must be the only habitable residential property owned or co-owned by household members. Include everyone with permanent or temporary residence registered at the address. The calculation adjusts all members' income and receipts for household size using the official OECD equivalence scale: divide average monthly household income by the household's combined weights. The published weights are 1 for the first adult, 0.5 for each additional person older than 14 and 0.3 for each child younger than 14. The call's income example and application spreadsheet guide the calculation. Owning another habitable home does not exclude the ordinary 50% route.
  • Installation costs must arise from publication of the call. Advances and HEP ODS meter-equipment costs can qualify if incurred and paid from 1 January 2026. Systems fully paid before publication are excluded. Previously approved Fund support under a still-active contract, or support already paid for the same measure and house, excludes that measure. Total grants from all public sources must remain below 100% of eligible costs.

Villkor för ansökningsomgången
  • Temporarily closed by the Fund; reopening requires an official announcement.[^c12]

The 2026 call is temporarily closed: applications opened on 2 September and were paused on 3 September. Check the Fund's official listing for a reopening announcement before submitting.

Applications use eFZOEU at fondovi.gov.hr. Sign in with Croatian NIAS electronic-identification credentials of substantial or high security level. You may apply yourself or through an authorized representative. A representative must upload a special power of attorney certified by a notary; certification is not required when the representative is a lawyer. Submit one application for one house or separately owned apartment part, with all co-owners' consent; a solar application can cover more than one electricity meter. Upload the call's application spreadsheet and the required residence, ownership, legality, photographs, contractor offers and measure-specific documents. The enhanced rate requires household income and property documents. Documents must be in Croatian or certified by an authorized court translator, and the application must give an account opened in Croatia. Check everything before the final submission: submitted applications cannot be changed or replaced.

After selection, sign and return the Fund's co-financing contract by registered post. Complete the project and submit the payment request by 30 June 2028. You can pay the eligible costs in full, or pay your own share and sign an agreement transferring your grant claim to the contractor so the Fund pays the remaining covered amount directly. Send that agreement in three copies by post or deliver it to the Fund at Radnička cesta 80, 10000 Zagreb. Other payment documentation goes to fond.enu@fzoeu.hr; solar and storage need permanent-operation confirmation from the electricity distribution operator, HEP ODS, and storage will not be paid unless the solar installation is completed. The Fund pays once after accepting complete payment documentation. Keep the systems operating through the project and cost-eligibility period and allow the Fund's inspections; failure can require repayment with statutory interest.
