TRANSCom electric freight locomotive grants
Grants for Czech-registered rail-freight businesses buying new electric locomotives to replace less efficient vehicles.
Beskrivningen av den här finansieringen finns för närvarande på engelska.
TRANSCom 1/2025 supports new high-efficiency electric locomotives approved for national or regional rail operation in Czechia. The Modernisation Fund finances the offer through SFŽP ČR.
The grant covers up to 30 % of the extra investment cost above a conventional-locomotive benchmark of CZK 62 million per vehicle. It does not cover 30 % of the entire purchase price. One applicant may receive at most CZK 1.75 billion, half of the call’s CZK 3.5 billion allocation. Payment reimburses fully paid eligible expenses after the support contract takes effect.
Eligible purchase costs include the complete locomotive, standard traction, control and safety systems, and vehicle approval and market-authorisation costs. VAT is eligible only if you cannot deduct it; later entitlement to a deduction requires repayment of the corresponding support even if you do not claim it. Used equipment, property purchases, loan repayments and interest, payroll, overhead and operating costs are excluded.
Eligibility
- Your company or sole-trader business must be registered in Czechia, provide rail-freight services, and have a Czech seat, representation, branch, organisational unit or subsidiary. You need a railway operating licence and a carrier certificate from the Czech Rail Authority or the European Union Agency for Railways; an EU member-state licence can satisfy the licence requirement.
- For the vehicle-owner route described here, you must own the supported locomotive throughout the project’s required operating period. If a loan temporarily transfers ownership as security, ownership must return to you without further conditions when the loan is repaid, no later than the end of that period.
- Locomotives must be newly manufactured and never previously registered in Czechia or another country. They must replace fossil-fuel locomotives or demonstrably less efficient electric locomotives without regenerative braking, which recovers energy when slowing down. Retirement is verified collectively across the call; you do not have to identify an individual locomotive for retirement. The number retired must be at least the number supported.
- Each supported locomotive needs a valid declaration of conformity demonstrating type approval and authorisation to enter the market. Your acquired fleet must average at least 15,000 vehicle-km per vehicle per year in Czechia. Projects must be implemented in Czechia.
- You must not be insolvent, in liquidation, or owe overdue payments to public budgets or tax authorities. A company is excluded if a public official covered by § 2(1)(c) of the Czech Conflict of Interests Act, or a person controlled by that official, holds at least 25 % of it. Legal entities must disclose their ownership structure and beneficial owners.
- Apply before signing a supplier contract or ordering a delivery under a framework agreement. Eligible costs must arise and be paid after application. Other public funding must not pay twice for the same eligible expenses; notify SFŽP ČR immediately of other support and provide its award document.
- Complete the project within 60 months; completion means registering the final vehicle in the European Vehicle Register. SFŽP ČR may extend the period for objective, unforeseeable reasons. Keep the project operating for the vehicle’s tax-depreciation period, at least 10 years after completion. Vehicle numbers and modelled energy and emissions savings are binding indicators; failure to meet them may reduce support.
- Inform SFŽP ČR about legal charges on the vehicle, such as a lender’s security, during implementation and the required operating period. Charges that threaten the project’s purpose require the Fund’s knowledge; statutory liens and security for grant obligations have specific exceptions.

- Intake may close early when the allocation and its reserve list are filled. The call has CZK 3.5 billion available and a reserve list capped at 5 % of allocation.[^c6][^c7]
Apply electronically to SFŽP ČR through AIS. Use the official calculation workbook linked from the call page to calculate the grant, energy savings and greenhouse-gas savings. Include authorisation for your representative, ownership-transparency documents and bank-account evidence.
This is a continuous, single-stage call without competitive ranking. Complete eligible applications are processed in receipt order within the available allocation; applications exceeding it may enter the limited reserve list. The 30 September 2026 report showed 69.7 % of allocation remaining, so check the call’s allocation report before submitting.
Submit payment requests with fully paid invoices through AIS. Send the final payment request within three months of project completion. During implementation, submit an annual monitoring report by 15 January for the preceding year; report changes affecting the project or its indicators during the required operating period.
