ZIP home floor-insulation grant

Municipality of Noord-BevelandNederländernastänger 30 dec. 2027

A grant for owner-occupiers in Noord-Beveland to have the floor of an existing, poorly insulated home insulated by a building company.

Beskrivningen av den här finansieringen finns för närvarande på engelska.

This entry covers professional floor insulation using material installed without injection or blowing. The Zeeuws Isolatieprogramma (ZIP) supports one professionally installed insulation measure per home. The base grant is up to €2,050; qualifying biobased floor insulation adds €2 per m² above the base amount. The final payment cannot exceed actual eligible costs, and funding is allocated in order of receipt while the applicable budget remains available.

Labour, finishing materials, your own time, permits, exemptions, quotations and application fees are excluded. Ask for these costs to be separated from the eligible insulation costs.

Eligibility

  • You must own the home and live there as your main residence, or move in directly after renovation. An existing apartment right also qualifies; its VvE (owners’ association) may apply on the owner-occupier’s behalf. You must be registered as a resident at the address before payment.
  • The home must be in Noord-Beveland, have been occupied before renovation and be registered for residential use. Its WOZ assessed value at 1 January 2022 must be no more than €500,000.
  • For an owner-occupied home, the poor-insulation test is an energy label D, E, F or G, or at least two poorly insulated component groups: floor/ground, walls/cavity walls, roof/attic floor, and windows/frame panels/doors. A home in a building with a mixed owners’ association containing at least one owner-occupied home can also qualify under a building-level test: at least two of those component groups in the building must be poorly insulated, and your home must physically adjoin at least one component receiving the planned insulation.
  • The building company must be registered in the construction sector, or an equivalent sector, in an EU or European Economic Area country.
  • The new floor material must have an ISDE meldcode (the product reference used for subsidy checks) and an Rd value of at least 3.5 m²K/W, which measures its thermal resistance. Existing insulation does not count towards this value. Insulate at least 20 m²; the municipality may allow less if the entire component in a very small home is below that minimum.
  • Second homes, new extensions or added floors, rebuilt portions, garages and detached outbuildings are excluded. You cannot receive another award for an address already funded under this scheme or the preceding municipal home-insulation scheme.

ZIP assesses each component group as a whole: if the attic floor is adequately insulated, the roof/attic-floor group counts as adequately insulated even if the roof itself is poor.

ZIP assesses the component groups using Annex 1 of the rules. Its table identifies roof insulation below 9 cm or Rc ≤ 2.0, an attic floor without insulation with Rc ≤ 0.5, walls without cavity/interior/exterior insulation with Rc ≤ 1.1, floor/ground insulation below 5 cm with Rc ≤ 1.3, and single, old double or HR glazing with Ug ≥ 1.6. Rc measures the existing component’s thermal resistance; Ug measures heat loss through glass. The municipality uses your energy label or description of the home’s condition to check eligibility.

  • Funding is allocated in order of receipt while the applicable budget remains available. The scheme expires on 31 December 2027; its current legal version is valid through 30 December 2027.

Register through the Zeeuws Isolatieprogramma’s online form. ZIP checks whether your home qualifies. Provide your energy label or insulation-condition description, the WOZ value and your contact and bank details.

Obtain and submit an itemised building-company quotation showing the work address, floor area, material meldcode and insulation costs. Wait for the provisional award before commissioning the work. Complete the remaining application steps within 12 months of registration. If the work has already been done, register within 12 months of the invoice date; no quotation is then required.

After the work, submit the invoice, payment evidence and completion evidence, including photographs requested by the municipal instructions. The invoice must identify the completed area, material code, costs, address and completion date. The award requires accountability within 12 months; apply for final settlement no later than 12 months after completion. Missing that final application can result in a zero award. ZIP pays after the final award, normally within about eight weeks.

The municipality may inspect the work. It may reduce the final grant if work is incomplete, award obligations are breached, incorrect information affected the award, or you knew or should have known the award was incorrect.
