Stimuleringslening for nonprofit energy projects

This entry covers the nonprofit sustainability route of the Stimuleringslening for businesses and institutions. You can fund measures that save CO₂ or generate renewable energy in Voorst, including double glazing and wall insulation.
Borrow €2,500–€50,000 at the currently published interest rate of 1.1%. The municipality can change the rate. The term is five years up to €9,999 and ten years from €10,000. This route uses a private loan agreement without a mortgage. Repayment is by annuity: each regular payment includes interest and repayment of the borrowed balance. Early repayment is penalty-free, with a minimum payment of €250.
Closing costs are 1% of the loan, subject to a €1,500 minimum and €7,500 maximum. SVn opens a building account; approved contractor or installer invoices are paid from that account directly to the supplier. You repay the loan to SVn.
Eligibility
- Your organisation must be a nonprofit legal entity that owns, manages or rents a building in Voorst. The funded measures must take place in Voorst.
- The work must reduce CO₂ emissions or generate renewable energy. Batteries are currently excluded.
- Apply before the work has started or been completed. Actual costs must be at least €2,500 and must be reasonable in relation to the expected result.
- Municipal approval reserves budget but does not guarantee lending: SVn carries out its own financial assessment and sets the final loan amount. The municipality may attach additional conditions to its allocation.
- You may combine this loan with a subsidy. Applications are assessed in arrival order and rejected if the budget is insufficient.

Apply directly to Gemeente Voorst using the digital DigiD application on its loan page. For help with the application, email duurzaam@voorst.nl or call (0571) 279 911. Provide the measures, actual costs with financial substantiation such as quotations, and a work schedule.
The municipality confirms receipt within two weeks. If information is missing, you have four weeks to complete the application; otherwise it is not processed. It decides within eight weeks of receiving a complete application. Passing that period does not mean approval.
With the municipal approval letter, apply to SVn. If its financial assessment is positive, SVn sends a loan offer stating the term and monthly amount. Return the signed offer if you accept it. Send invoices and claim forms to duurzaam@voorst.nl; the municipality checks them and forwards approved invoices to SVn for direct payment to the contractor or installer. Allocation can be withdrawn if based on incorrect information or if the loan is not concluded.
