Oil heating replacement grant
Closed grant of €2,500 or €4,000 for individual and estate owners replacing oil heating in permanently occupied detached or semi-detached homes in Finland.
Beskrivningen av den här finansieringen finns för närvarande på engelska.
This grant supported removing the main oil heating system and installing a replacement. District heating, a ground-source heat pump or an air-to-water heat pump received €4,000; other eligible systems received €2,500. These were fixed grants, with one grant per heating system. Splitting a shared system in a semi-detached house into two separate systems still qualified for only one grant.
Applications have closed and the budget is fully spent. Eligible costs could have arisen from 1 June 2020; this was a cost-eligibility date. Payment followed a positive decision and completion, in one instalment. A positive grant decision was not required before starting work, but an unsuccessful applicant bore all costs.
Eligibility
- Individuals and estates could apply as owners of the home or of shares entitling them to possession of it. The home had to have one or two dwellings and be occupied year-round: at least one person had to be registered there as a permanent resident. The owner could live elsewhere, including letting the home to tenants. Holiday homes were excluded.
- Joint owners, including spouses, had to authorise the applicant; an estate application required authorisation from every estate member. The applicant had to pay for every stage of the project; a change of owner where the previous owner paid for part of the renovation prevented a grant to the new owner. The previous owner also could not receive a grant if work continued under the new owner.
- Homes owned by real-estate companies or mutual real-estate companies were excluded. Costs payable by a housing company under law or its articles were excluded. Mainly commercial use was excluded, but a small business office or consulting room in a home did not prevent support.
- Building-specific fossil-fuel, biogas and bio-oil replacements were excluded. Oil heating could not remain as backup or for hot water. A dual-fuel boiler could remain for wood heating only after its oil-heating equipment was dismantled.
- The oil boiler, burner, pipes and normally the oil tank had to be removed. An underground tank could remain with an environmental authority exemption; an indoor tank could remain if removal would damage load-bearing structures. Tank removal required prior notification to the municipal environmental authority.
- Another grant or the household tax credit (kotitalousvähennys) could not cover the same purpose.

- Work completion deadline: 31 August 2026; payment claim deadline: 30 September 2026. No extensions.
New applications are no longer accepted. Intake ended on 25 May 2026 at 16:15 Finnish time. All work had to be completed by 31 August 2026 and payment claims submitted by 30 September 2026; neither deadline could be extended.
Sisä-Suomen elinvoimakeskus granted the aid and KEHA-keskus pays it. Approved recipients had to claim payment separately, primarily through the electronic service, after completing the approved project. Payments are due by the end of 2026.
Work could be done by the owner, with evidence of removal and installation such as a heating-system contractor’s certificate. A change to the approved heating technology required an amendment to the grant decision. Applicants remained responsible for the necessary permits and notifications.
