Insulation subsidy for apartment owners’ associations
Grants for apartment owners’ associations in Utrechtse Heuvelrug to insulate poorly insulated buildings, with up to €1,500 per qualifying owner-occupied apartment and a biobased-material supplement.
Beskrivningen av den här finansieringen finns för närvarande på engelska.
Your apartment owners’ association (VvE) can receive a municipal grant for contractor-installed roof, attic-floor, facade, cavity-wall, floor or ground insulation and qualifying replacement glazing, panels and doors. It pays the VvE, rather than individual owners. The support covers existing apartments, not sheds, garages or other outbuildings.
The ordinary grant covers up to 100% of eligible costs, including VAT, limited to €1,500 per qualifying apartment and €25,000 per VvE. For apartments receiving support for an activity using biobased insulation, the supplement is €250 each; the total remains limited to 100% of eligible costs and €32,500 per VvE. Biobased material must contain at least 70% natural material and be listed in the national ISDE insulation-material code list.
You may combine this grant with national SVVE support and other financial schemes. Declare other requested subsidies and expected income in your financing plan. The municipality can refuse support if it is unnecessary because adequate own or third-party funds are available. Regular maintenance, compliance with legal duties or usual minimum-quality standards, DIY labour, self-purchased materials/equipment, maintenance plans, advice/research, project coordination, transport, shipping, finishing, costs after activities end and charges between related legal entities are excluded.
The €2.3 million budget is shared with the municipality’s owner-occupier insulation scheme. Complete eligible applications are handled in arrival order; if you must supply missing information, priority starts when your application becomes complete. Applications received at the same time may be ranked by lottery. When only part of the requested amount remains, you may be offered a partial award. Applications are refused when the pool is exhausted or the VvE has already received funding under this subsidy scheme; only one award is made for the same building.
Eligibility
Apply as the VvE for a building in Utrechtse Heuvelrug. Individual apartment owners cannot apply. Each apartment counted for the grant must be owned by an adult who is registered as living there and have a WOZ assessed property value no higher than €602,000 in January 2022, 2023 or 2024. The building must have poorly insulated components in at least two of these four categories: floor/ground, facade (including cavity walls), roof/attic/loft floor, and glass/windows. The apartment must physically border the component being treated; for facade insulation all apartments may be counted. Eligible work must have been carried out from 1 January 2026 onwards.
Poorly insulated components are defined as follows: roof insulation below 9 cm and Rc ≤2.0; no attic/loft-floor insulation and Rc ≤0.5; no cavity, internal or external facade insulation and Rc ≤1.1; absent or poor floor/ground insulation below 5 cm and Rc ≤1.3; or single, old double or HR glazing with U ≥1.6. Rc measures the whole construction’s insulation; Rd measures the added material’s insulation. Higher Rc/Rd means better insulation; a lower U-value means less heat passes through glazing.
The work must meet the following technical conditions in the existing heated building boundary:
- Roof or attic/loft-floor insulation must cover at least 70% of the entire roof area and use added material with Rd ≥3.5 m²K/W, or ≥2.5 for monuments.
- Internal/external facade insulation must average at least 10 m² per apartment, with added Rd ≥3.5, or ≥2.5 for monuments. Cavity-wall insulation must average at least 10 m² per apartment with added Rd ≥1.1.
- Floor/ground insulation must cover at least 70% of the entire floor/ground area with added Rd ≥3.5. Locally sprayed PIR/PUR for roof, cavity-wall or floor/ground work must use HFC-free blowing agents.
- Standard replacement glazing must average at least 3 m² per apartment. HR++ glass requires U ≤1.2 W/m²K; accompanying panels require U ≤1.2 and doors ≤1.5. Triple glass requires U ≤0.7; accompanying new frames require U ≤1.5, panels ≤0.7 and doors ≤1.0. For HR++ combinations you must replace glass, and measure the element from inside including the frame; panels/doors may count toward the area.
- Monument apartments have special glazing alternatives: average at least 3 m² per apartment of high-efficiency glass or secondary glazing with U ≤3.0, optionally with panels ≤3.0 or doors ≤2.0; or replacement high-efficiency/secondary glazing with U ≤2.0, optionally with panels and doors ≤2.0.
Use a construction company registered in the construction sector in an EU/EEA trade register. Its quotation must state, where applicable, how roof or cavity-wall work follows nature-friendly insulation methods or the municipality’s species management plan (SMP), which governs protection of wildlife during insulation work.

- Complete eligible applications are processed in arrival order until the shared budget is exhausted. Apply using eHerkenning.
The VvE board applies through Utrechtse Heuvelrug’s online VvE subsidy form using eHerkenning, the business login required by the municipality. Request its apartment-data Excel calculation tool from klimaatneutraal@heuvelrug.nl.
Provide qualifying apartment addresses, WOZ values, insulation areas and adjoining components, the deed dividing the building into apartments, the multi-year maintenance plan (MJOP), and the members’ meeting decision approving the work and application. Demonstrate at least two poorly insulated components with energy labels D or worse for each apartment, a building report, a certified energy adviser’s report, or a quotation for insulating two poorly insulated components. Include the contractor’s detailed quotation with insulation values, areas, material codes, anticipated installation date, material/labour cost split and any applicable nature-protection method. Also submit the project budget and financing plan; for a first legal-person subsidy application, attach statutes and the preceding year’s annual report, accounts and balance sheet.
An advance can cover at most 50% of the award; the remaining support is paid after final determination where applicable. Start the work within six months of award and obtain the required public/private permissions. Promptly report likely noncompletion, unmet obligations, significant budget differences and relevant financial/organizational changes and changes to the statutes concerning legal form, directors or purpose. Use the funds for the supported work and do not give them away to third parties, including related entities. The municipality offers an opportunity to correct noncompliance. It may reduce or recover the grant if correction is impossible or no planned improvement actions have been taken after a week.
Request final determination through the municipal website within 13 weeks of completion and no later than 31 December 2028. Submit the detailed contractor invoice, payment proofs and at least one installation photo per measure showing the material’s name, type, thickness and brand/product sticker; photos must contain no people. For awards above €25,000, also provide an activity report, actual costs/income compared with the budget and explanations of differences. The initial grant application deadline is 1 July 2028, subject to earlier budget exhaustion.
