Green company and project loans

Bulgarian Development BankBulgarienupp till 2,5 mn EUR

Investment and working-capital loans for micro, small and medium-sized businesses with green credentials or projects such as renewable energy and energy efficiency.

Beskrivningen av den här finansieringen finns för närvarande på engelska.

Borrow up to EUR 2.5 million for investment or working capital. Investment loans have terms of 5–15 years, with up to two years to draw down the loan and a grace period of up to two years. Working-capital loans have terms of 1.5–4 years.

The preferential interest is offered as de minimis aid: small amounts of public support that are exempt from EU State aid control because they are deemed not to affect competition and trade.

The bank’s general tariff lists application, loan-management, commitment and collateral-related fees. The application fee is 0.10%, with a minimum of BGN 300 and maximum of BGN 5,000, or the equivalent in foreign currency. It is not refunded if the loan is refused. Management fees are listed at 0.50% (maximum 1%); commitment fees are listed at the same rate and charged monthly on the undrawn authorized loan until the final drawdown date. Early partial or full repayment of a loan with a repayment schedule is listed at 3% of the remaining loan balance. The bank may negotiate individual fees within applicable law and its internal rules.

Eligibility

The programme is for micro, small and medium-sized enterprises. It provides two routes:

  • A green company has received a clean-technology award, grant or funding from a recognized national or international institution; holds a renewable- or clean-technology registration or patent; or holds an EU Ecolabel or equivalent national or international environmental certification.
  • A green project concerns renewable-energy technologies; energy efficiency or carbon reduction; efficient water use; circular economy or recycling; or biodiversity and agriculture, including biotourism, afforestation and sustainable practices.

The loan is secured by collateral: assets pledged to the bank to cover repayment if the borrower fails to repay. This can include property, the business or cash.

Submit a loan request through Bulgarian Development Bank’s online application form, which asks for company, owner and contact details and the requested loan. Required documents can be signed online with a Qualified Electronic Signature, a certified electronic signature used for signing the bank’s documents.

The bank’s application checklist requires proof of payment of the application fee, declarations and questionnaires, financial statements and tax returns, a business plan with economic justification, projected cash flow and evidence of collateral ownership and valuation. If another company is proposed as a co-debtor, meaning it shares responsibility for repaying the loan, the application requirements also cover that company.

During assessment, the bank requests supporting documents for the loan purpose and financial position, collateral checks, a tax certificate showing no public obligations subject to compulsory enforcement, and the company’s authorization to enter the loan contract.
