EEIF for Non-Profits

Grants help Delaware nonprofits, schools and local governments upgrade energy-efficient equipment in nonresidential buildings when they do not pay Public Utility Tax.

Beskrivningen av den här finansieringen finns för närvarande på engelska.

The Energy Efficiency Investment Fund for Non-Profits helps pay for lighting and controls, heating and cooling systems, water heating, foodservice and refrigeration equipment. Its standard-equipment route, called Prescriptive Grants, uses set rebates for qualifying equipment. Custom Grants cover other energy-saving measures that need a project-specific savings analysis.

The grant cannot exceed 60% of energy-efficiency-related project costs or $250,000 per individual address per calendar year, whichever is less. Equipment must be new, purchased and installed before payment. Payment depends on available programme funds and final approval; you can assign the payment to your contractor.

Custom grants have three tiers: one eligible energy end use, such as space heating, qualifies for the Single Tier; at least two end uses or a building energy management system qualify for Multi-Tier; three or more end uses qualify for Comprehensive Tier. A system controlling only lighting, or only temperature and setback, does not count as an energy management system. All measures must be complete and finally approved to receive a Multi-Tier or Comprehensive Tier payment.

Eligibility

  • Your school, local government or nonprofit organization must be in Delaware and must not pay Public Utility Tax on electricity or gas. Check the utility bill: the tax is usually shown as a charge equal to 4.25% of electric or gas costs. Organizations that pay it use the separate state EEIF programme administered by DNREC.
  • The work must improve energy efficiency in a nonresidential facility. Equipment must meet manufacturer specifications and applicable safety, building and environmental codes, be tested to Underwriters Laboratory standards and UL listed, and carry a full three-year warranty against component failure, malfunction and premature output degradation. You must remove and dispose of replaced materials at your own expense in compliance with applicable law.
  • For a custom project, obtain approval before purchasing or installing equipment or beginning work, and submit acceptable energy-savings analysis. Evidence can include third-party energy modelling, existing equipment data, proposed specifications and designs, engineer-verified performance calculations or programme-approved calculators. The programme may require detailed designs and calculations verified by a professional engineer.
  • Retrofit lighting alone does not qualify for a custom grant. When combined with other end uses, at least 80% of the lighting must be dimmable under Design Lights Consortium definitions for Multi-Tier; for Comprehensive Tier it needs fixture-integrated or networked controls. Each counted end use must directly improve energy efficiency: a ventilation improvement counts as ventilation, rather than also counting its effects on heating or cooling.
  • Custom projects cannot consist solely of retro-commissioning, which identifies and corrects how existing systems operate. Those measures must have been identified by a qualified professional in an energy assessment or retro-commissioning study; routine maintenance and tune-ups do not qualify. Retro-commissioning does not add an end use for reaching higher incentive tiers.
  • Custom grants exclude routine maintenance, renewable energy generation, industrial technologies without nationally recognized laboratory approval, power-conditioning or power-factor equipment, equipment studies, and work that only brings the building to minimum code requirements, including insulation. Energize Delaware may apply other restrictions.
  • You must allow site inspections and energy-savings verification, and provide facility energy-use data for at least five years after installation, including utility-history authorization where needed. You are responsible for any tax liability arising from the grant.
  • You choose and contract with your contractor and accept the application’s liability release. Signing authorizes data sharing with programme partners for energy-efficiency evaluation, reporting and programme alerts. Preapproved projects are processed under the terms in force when Energize Delaware approved them.

How to apply

Begin by contacting Energize Delaware’s programme representative at 888-735-1510 or aeg-energizede@icf.com before buying equipment or starting work, so the programme can assess whether the equipment qualifies. For a new project, obtain programme preapproval before buying equipment or commissioning services, as required by the signed application terms. Custom projects require approval before purchase and installation.

Download the application and relevant lighting, heating and cooling, or foodservice calculator from the programme overview. Email the signed application, project calculator or custom energy-savings analysis, itemized quotes or proposals, a recent utility bill from the past three months, and a completed W-9 tax form to aeg-energizede@icf.com. Standard-equipment applications also require paid invoices for installed qualifying equipment.
