Net-zero transformation feasibility study
A grant for Canadian municipalities and qualifying partners to test the feasibility of an innovative approach with significant long-term potential to cut greenhouse-gas emissions.

Assess whether a new approach or solution can move your community closer to net zero before proceeding to a pilot or capital project. The study can examine users and markets, technical and regulatory requirements, costs and revenue, delivery capacity, environmental and social effects, detailed planning and stakeholder engagement. It must assess impacts on equity-deserving groups and recommend a course of action.
The standard grant covers up to 50% of eligible costs, to a maximum of C$200,000. Municipalities and partners serving smaller populations, qualifying regional groups, eligible Indigenous communities and northern communities may qualify for up to 80%. First-time northern and eligible Indigenous applicants may qualify for up to 100%.
Eligibility
Canadian municipal governments can apply. Companies, municipally owned corporations, regional, provincial or territorial organisations delivering municipal services, NGOs, nonprofits and research institutes can apply as municipal partners. A non-municipal applicant must deliver the project with a municipal government. An Indigenous community can lead if it partners with a Canadian municipality or has a relevant shared-service agreement with one.
The proposed approach must target a significant improvement over best practice. It must develop or apply new knowledge, policy, practice, a business model or advanced technology, or use an existing technology or practice in a new way that substantially changes current operations or performance.
Your study must estimate the recommended actions' and alternatives' greenhouse-gas reduction potential against the most likely scenario without them. The eventual project must have significant long-term potential to reduce emissions directly or create the conditions for reductions. GMF assesses the scale of the expected reductions and whether the approach can be replicated. There is no preset emissions threshold.
Project costs incurred before GMF receives the full application are generally ineligible. Up to C$5,000 of application-writing costs may be incurred during the 90 days before submission.

- Applications are accepted year-round while programme funding remains available.
Create a client profile and submit a pre-application through the FCM funding portal. If Green Municipal Fund confirms that your organisation and project can proceed, complete the full application, project workbook and supporting documents in the portal.
Quebec municipalities must also follow the provincial MAMH submission route described on the official offer page.
