Local home insulation grant — ZIP

Municipality of HulstNederländernaupp till 1,9 tn EUR

Up to €1,850 for professionally installed insulation glass in a poorly insulated owner-occupied home in Hulst.

Beskrivningen av den här finansieringen finns för närvarande på engelska.

This route through the Zeeuws Isolatieprogramma (ZIP) helps pay for one professionally installed glass-insulation measure. The grant covers actual eligible glass costs, up to €1,850 once per dwelling. If you replace both glass and window frames, have the quote and invoice show their costs separately: only the glass portion is reimbursed, not the frames.

Final payment depends on the work and evidence being approved. Finishing work, your own hours, permits, exemptions, quotations and application costs are excluded. Applications are considered in order of receipt while the municipal budget remains available.

Eligibility

  • You must own an existing home in Hulst and live there as your main residence, or move in directly after renovation. Register as a resident at the address before the grant is paid. The home must have been lived in before renovation and be registered for residential use. Its WOZ value—the municipal property valuation—with a reference date of 1 January 2022 must be no more than €500,000.
  • The dwelling must have a final energy label D, E, F or G, or at least two poorly insulated components: roof and loft floor; walls including cavity walls; floor and ground; or windows, frame panels and doors. Each group counts as one component. For example, a well-insulated loft floor means the roof/loft group counts as insulated even if the roof itself is not.
  • The legal table identifies poor roof insulation as less than 9 cm or thermal resistance Rc ≤ 2.0, and an uninsulated loft floor as Rc ≤ 0.5. Walls have no cavity, internal lining or external insulation, with Rc ≤ 1.1. Floor/ground insulation is absent or poor, with less than 5 cm and Rc ≤ 1.3. For windows, the table lists single glazing, old double glazing or HR glass with Ug ≥ 1.6. Rc measures resistance to heat passing through a component; Ug measures heat passing through glass. ZIP checks your home after registration.
  • An owners’ association may apply on behalf of an owner-occupier. For a building with such an association and at least one owner-occupied dwelling, the alternative building test requires at least two poorly insulated building components; the dwelling must physically adjoin a component receiving at least one planned insulation measure.
  • No grant under this scheme or NIP subsidy 2023 may already have been awarded at the same address. Second homes, new extensions or added floors, demolished-and-rebuilt parts, garages and detached outbuildings are excluded.
  • Use a construction company registered in an EU or EEA trade register. The glass must have a material identification code used for the national ISDE scheme, shown on the quote and invoice. HR++ glass must have a U-value of no more than 1.2 W/m²K; triple glass no more than 0.7 W/m²K. This value measures heat passing through the glass: a lower value insulates better. At least 3 m² of glass must be installed. For protected historic homes, the published glass threshold is U ≤ 3.0 W/m²K. For a very small home whose entire relevant component is smaller than the minimum area, the municipality may allow an exception.
  • The work must comply with the scheme’s nature-friendly insulation requirements, including measures to prevent protected animals from being killed or disturbed in the components being insulated. The municipality may inspect the work and impose further obligations in the award decision.

Villkor för ansökningsomgången
  • Applications are considered in order of receipt while the €2,183,922 municipal budget remains available.[^c3]
  • For completed work, register within 12 months of the invoice date.[^c2][^c7]

Start by registering online with the Zeeuws Isolatieprogramma. ZIP checks whether your home qualifies. For planned work, submit the company’s quote showing the address, glass area, material code and separate glass costs. Once ZIP approves the quote and sends provisional approval, the company can carry out the work.

After installation, submit photographs, the invoice and proof of payment. The invoice must also show the completion date. If you paid in instalments, send all invoices and their matching payment evidence. ZIP assesses the work and, if the conditions are met, pays the final grant to your account in about eight weeks.

Complete the administrator’s steps from quote to final payment within 12 months of registration. Separately, the legal deadline to request final assessment is 12 months after the work is completed; missing it can result in the grant being set at zero. The final amount may also be reduced if the work is incomplete, obligations are not met or information was incorrect.

You can also register after the work: your invoice must be no older than 12 months when you register, and this route does not require a quote. Funding depends on the remaining budget and the scheme’s expiry.
