Grants towards insulation and heat pumps for qualifying New Zealand homeowners who live in a home built before 2008.

Warmer Kiwi Homes reduces the cost of ceiling and underfloor insulation, or an eligible heat pump. You pay the installer the portion not covered by the grant; local community funding may reduce your share further, sometimes to nothing.

For insulation, the grant covers 90% of costs if you hold a Community Services Card or SuperGold Combo card, or live in a high-need area. Other qualifying addresses receive 80% in certain areas or 50% in middle-income areas.

Heating support is more restricted: eligible households can receive 90% of the cost, up to NZ$3,450. It covers only high-wall heat pumps, sized for the room where they are installed rather than the whole house.

Related help can cover access to ceiling or underfloor spaces, minor leaks that prevent insulation, and replacing older downlights that cannot safely be covered with insulation. Minor repairs and downlight funding require an assessed need for insulation; minor electrical earthing repairs can instead be supported where needed for a heat-pump installation.

Eligibility

You must own and live in the home, and it must have been built before 2008. Rentals, business-owned homes, holiday homes and Airbnb properties are excluded.

  • Insulation: you must hold a Community Services Card or SuperGold Combo card, or live at an address identified as low- to middle-income. Your home must not already have ceiling and underfloor insulation. A grant for a previous home does not prevent you applying for your current home. Wall insulation is not funded.
  • Heating: you must hold one of those cards or live in a qualifying low-income area. Middle-income-area eligibility for insulation does not itself qualify you for heating. The home must have ceiling and underfloor insulation to EECA standards. EECA confirms previous government-funded insulation; otherwise an EECA insulation provider checks it free of charge.
  • For a heating grant: the home must not already have an operational fixed heater in any living area: a heat pump, wood or pellet burner, flued gas heater or central heating system. This existing-heater exclusion does not apply to insulation grants. Ducted and floor-mounted heat pumps are not funded.
  • If the home cannot be insulated: a heating grant may still be possible, but an EECA-contracted insulation provider must assess the home.

New wood and pellet burner grant applications ended on 9 January 2026. Existing quotes had to be accepted and processed by the service provider by 27 February 2026 to qualify. Heat-pump support remains available.

Start with EECA’s online eligibility checker and answer the questions about your home. If you qualify, it suggests insulation or heating providers who contact you. The selected provider confirms eligibility and arranges a free, no-obligation quote, including payment options and any extra funding.

If you decide to proceed, arrange installation directly with the installer, sign a contract and pay them the unfunded portion. For a home that cannot be insulated, request an assessment through the checker or call 0800 749 782.
