Raadsledenbuurt home energy renovation grant
Up to €26,000 including VAT for insulation and triple glazing for owner-occupiers in the eligible Raadsledenbuurt postcodes.

You can fund sloping-roof insulation, external-wall insulation, floor insulation and triple glazing in new insulating frames. This entry covers the energy improvements under the municipal housing grant. The energy grant is limited to €26,000 including VAT per home and cannot exceed the actual cost of the approved work. It covers at most 100 homes and depends on available funds.
SVn administers the grant through a construction account: approved invoices are paid directly to the contractor, and you cannot freely withdraw the money. The rules also allow reimbursement if you prove you advanced an approved invoice. Improperly paid advances can be recovered.
The municipality says this grant can be combined with the Zeeuws Isolatie Programma, national ISDE support and the Nationale Energiebespaarlening; those schemes have their own conditions.
Eligibility
You must be a private individual who owns the home and lives there as your principal residence. The home must be in the Raadsledenbuurt project area and have one of the postcodes listed in Annex 1 of the rules. The postcode restriction is narrower than Terneuzen as a whole.
The free energy and building scan and the final adviser report determine the measures for your home. Discuss the report and select measures with the adviser before collecting quotations and submitting your grant application. The municipality checks permits.
Applications are handled in the order they become complete. The municipality can reject unreasonable costs or an application that fails the rules, and funding depends on the remaining budget. Before rejection solely for insufficient funds, you are given an opportunity to adjust the application to the available budget. Your award letter may impose further conditions.

- Start by emailing raadsledenbuurt@terneuzen.nl for the free scan; complete applications are handled in order, subject to funding and the 100-home energy limit.[^c4][^c7][^c8][^c9]
Email raadsledenbuurt@terneuzen.nl with your name, address and telephone number, and say that you want energy improvements (verduurzamen). This starts the free home scan. The adviser can also help you choose a contractor, obtain quotations and apply for permits and the grant at no charge.
After the scan and report discussion, choose quotations and submit the digital application with the final report and the quotations from the contractors you intend to use. Include a description of the work, its intended results and a budget showing related income and expenditure. Use the municipal application route on the official project page. A decision follows within eight weeks after the application is complete.
After award, follow SVn’s declaration forms and email invoices to declaratie@svn.nl. Keep at least one digital photo of each measure and one overview photo of the home. All costs must be paid through SVn within two years of the award; later invoices are your responsibility. Notify the municipality and request final determination within four weeks of completing the work, and in any case within two years of award. The final amount is based on the approved advances, so claims submitted after final determination cannot be reimbursed. The municipality may reduce or revoke an incorrectly determined grant or one whose conditions you fail to meet.
