Lokale Aanpak Isolatie home insulation grant
A grant for owner-occupiers in De Fryske Marren to improve poorly insulated homes with professional floor or crawl-space insulation.
Beskrivningen av den här finansieringen finns för närvarande på engelska.
This entry covers insulation fitted by a building contractor to an existing floor, or to the ground in a crawl space. The municipal award can cover all eligible direct costs up to €2,160, once per dwelling. Application preparation, technical home advice, ecological studies, recoverable taxes and costs already subsidised elsewhere are excluded.
Floor insulation is fitted beneath or on top of the existing floor; bottom insulation is placed on the crawl-space ground. Where both are directly above one another, only one qualifies. Both can qualify in separate crawl spaces, in the same application. The combined insulated area must be at least 20 m², with a maximum eligible area of 130 m² for each type.
Eligibility
- You must own and live in the dwelling as your main home and be registered there in De Fryske Marren’s population register. The home must already have been inhabited and registered for residential use; an apartment can qualify.
- This entry covers homes with an official property valuation (WOZ value) strictly below €390,000 at 1 January 2024. The dwelling must have energy label D, E, F or G, or at least two poorly insulated components, including when its label is A, B or C.
- Poor insulation means: a roof with less than 9 cm of insulation or thermal resistance Rc ≤2.0; an unheated attic floor used instead of roof insulation, with a closed access hatch/door and Rc ≤0.5; a facade without cavity, lining-wall or exterior insulation and Rc ≤1.1; a floor/bottom with less than 5 cm insulation or Rc ≤1.3; or glazing with Ug ≥1.6, such as single, old double or HR glass. Rc measures resistance to heat loss; higher is better. Ug measures heat passing through glass; lower is better.
- The work must insulate an existing floor or crawl space. An extension, new build or demolished and rebuilt part is excluded. This entry covers dwellings built before 1 January 2019, or with a building-permit application made before 1 July 2018.
- A building contractor must carry out the full installation. The new floor material must achieve Rd ≥3.5 m²K/W; bottom material must achieve Rd or Rbf ≥3.5 m²K/W. These values measure the insulation’s resistance to heat loss. Existing insulation cannot be added to meet the required value. Choose an approved material from the RVO insulation materials list and meet its listed minimum thickness. RVO is the Netherlands Enterprise Agency; its list gives each approved product a code needed for the application. On-site sprayed PIR/PUR must use HFC-free blowing agents. UF foam is excluded.
- Work carried out before 1 April 2025 is ineligible. The dwelling must not already have received this municipal award. Work must comply with legislation and be financially and practically feasible. For a nationally or municipally listed monument, obtain the necessary environmental permit first.

- Complete applications are funded in receipt order while budget remains.
Apply through the municipal form using DigiD; it asks for your eligibility details and bank account. Complete applications are ranked in receipt order, with a draw if simultaneous applications would exceed the budget. Intake continues until the published deadline or earlier budget exhaustion.
You can apply before carrying out the work and start after the award, or apply for already completed eligible work with the required proof. For an advance award, the general municipal rules provide a payment equal to the awarded amount; the final grant is determined from actual eligible costs. Finish within 12 months of the award and no later than 31 December 2029. A single extension can be requested if completion within 12 months is demonstrably impossible, but cannot go beyond that final date.
Request final determination within eight weeks of completing the work; the municipal instructions also require submission within eight weeks of receiving the invoices. Include invoices identifying you and the address, the work, installed area, material code/name and insulation value, photos and proof of payment. For already completed work, supply the evidence with the initial application. Keep original invoices and other proof for five years after final determination and cooperate with sample checks, including on-site checks, for up to six months after final determination. Immediately notify the municipality in writing if work or obligations cannot be completed in full or on time, and report relevant changes affecting compliance.
