Local insulation grant: DIY reimbursement

Gemeente Rijssen-HoltenNederländernaupp till 1 tn EUR

Up to €1,000 towards materials for DIY insulation of qualifying owner-occupied homes in Rijssen-Holten, claimed after the work.

Beskrivningen av den här finansieringen finns för närvarande på engelska.

This route reimburses insulation materials and necessary accessories, such as tape and plugs. Tools and plasterboard are excluded. Combine qualifying building components in one application: the total reimbursement remains capped at €1,000 and cannot exceed your actual eligible costs.

You must do the work yourself; household members or acquaintances may help, but you cannot pay a contractor for this DIY route. The municipal scheme offers alternative contractor routes, but you choose one variant and claim once per address. Withdraw an existing application before changing variant. The €1,000 DIY maximum also applies when using biobased material.

Eligibility

  • Own and live in the home in Rijssen-Holten, with your registration at that address. Joint owners apply together.
  • The permanent home must have been built by 1991, be outside a homeowners’ association (VvE), and have a WOZ value (municipally assessed property value) below €477,000 on 1 January 2022.
  • Before the work, it must have label D–G issued at most ten years ago, with no insulation improvements since that label; or label C issued at most ten years ago plus at least two poorly insulated components; or no established label plus at least two such components.
  • Poor components mean a roof with no insulation or under 9 cm (an unheated attic with over 5 cm floor insulation counts as good roof insulation); a wall with no insulation; a floor with no insulation or under 5 cm (thermal cushions count as good insulation); or single, double or HR glazing.
  • Eligible work is ground-floor or crawl-space ground insulation, roof or attic-floor insulation, inner or outer external-wall insulation, and replacement glazing. DIY cavity-wall insulation, internal walls and partitions are excluded. Use only one method in each pair: floor/crawl-space ground, roof/attic floor, inner/outer facade; cavity-wall and facade insulation also exclude each other. Attic-floor insulation requires an unheated attic. If you plan to use and heat the attic, insulate the roof instead. Use crawl-space ground insulation if the floor cannot be insulated from above or below.
  • Minimum treated areas are 20 m² for floor, crawl-space ground, roof or attic floor; 10 m² for facade; and 3 m² total glazing. Insulation needs thermal resistance Rd ≥3.5 m²K/W; HR++ glass needs heat-transfer value U ≤1.2 W/m²K. Triple HR+++ glass needs U ≤0.7 and insulating frames with U ≤1.5; without those frames the rules treat it as HR++ support. Undersized work enters a separate waitlist, with quarterly assessment; exceptions are limited to 10% of the number of awarded grants, so standard applications require the stated minimum areas.
  • Work must have been completed on or after 1 January 2023, with receipts or invoices retained. Payment proof alone is insufficient. Follow nature-friendly insulation duties to protect animals and their habitats under the Omgevingswet.

How to apply

Status
Öppet löpande
Villkor för ansökningsomgången
  • Completed DIY work from 1 January 2023; qualifying minimum areas required.
  • One award per address; application-order allocation while budget remains.
  • Undersized work and applicants after full reservation enter waitlists.
  • Applications must fall within the rules’ validity through 31 December 2028.

Apply after completing the work through the municipality’s DIY retrospective application form, using DigiD. Submit receipts or invoices and total eligible materials/accessory costs, the 2022 WOZ value, energy-label information and measured insulated areas. Prepare before-and-after photos: the regulation requests both, and the municipal page says to include before-work photos if you still have them.

Applying consents to sharing the location and measures with RVO (the Netherlands Enterprise Agency). The regulation allows six weeks for the decision after the required information is complete and a further six weeks for payment. Awards follow application order within the shared €3,852,000 scheme budget; if fully reserved, new applications go onto a waitlist. Current municipal instructions invite qualifying DIY applications, subject to available funds.
