Home insulation grant

Municipality of ZundertNederländernaupp till 4,3 tn EUR

A grant for owner-occupiers in Zundert to insulate a poorly insulated home built before 1993, with higher support for households on a low income.

Beskrivningen av den här finansieringen finns för närvarande på engelska.

You can fund insulation of an existing roof, loft floor, external wall, floor or crawl-space ground, and replacement insulating glass. A first-time CO₂-controlled ventilation system or balanced ventilation with at least 90% heat recovery also qualifies when combined with eligible insulation. Work must start on or after 1 February 2026; costs incurred before that date are excluded. Extensions do not qualify.

The grant covers 100% of reasonable direct costs, including VAT. Group A can receive up to €4,000; group B up to €1,250 for work by a building company or €1,000 for DIY. An extra €250 is available if you use exclusively biobased insulation materials listed as biobased on RVO’s insulation-material list on your application date. Including that bonus, the respective ceilings are €4,250, €1,500 and €1,250. Finishing materials such as plaster, paint and wallpaper, and your own DIY hours, are excluded. Nature-protection preparation costs can qualify.

Eligibility

You must own the home and use it as your main residence, or do so immediately after renovation. It must be in Zundert, built before 1993, and have at least two poorly insulated components: roof/loft floor, wall, floor/ground or glazing.

  • Group A: household income strictly below 130% of the social minimum and a 2022 WOZ value (the assessed property value) strictly below €477,000.
  • Group B: a 2022 WOZ value strictly below €472,000.
  • The municipality may waive the WOZ ceiling for up to 20% of homes; this is not automatic.
  • Monuments, social/community property, homes in a VvE or GVvE owners’ association, caravans and recreational or holiday homes are excluded. Business-owned homes away from the owner’s home address or unrelated to their own home are also excluded.

The social minimum is a government income benchmark that changes twice a year; the applicable amount depends on your age and living situation. The municipal application requests your tax-authority income statement for group A.

Existing poor-insulation criteria are set out in Annex 1: a roof with less than 9 cm of insulation or Rc ≤2.0; a loft floor with no insulation or Rc ≤0.5; a wall without cavity, internal-lining or external insulation, Rc ≤1.1; floor/ground with less than 5 cm or Rc ≤1.3; or single, old double or HR glazing with Ug ≥1.6. Rc measures the thermal resistance of the building component; Ug measures heat loss through glass.

The new insulation must meet the ISDE minimum area and insulation-performance requirements. Existing insulation cannot be added to reach the required performance of the new material. Rd describes the new material’s thermal resistance; a higher figure means better insulation. The municipality may relax the minimum area only for a very small home.

  • External walls: at least 10 m² and new material Rd ≥3.5; internal and partition walls are excluded.
  • Floor/ground: at least 20 m² in total, new material Rd (or Rbf for ground insulation) ≥3.5. Ground material goes on the crawl-space ground; floor material goes above or below the existing floor. Locally sprayed PIR/PUR must use HFC-free blowing agents.
  • Roof/loft floor: at least 20 m² in total and new material Rd ≥3.5. The roof must already exist. A loft must have no heating equipment to qualify for loft-floor insulation.
  • Replacement glass: at least 3 m²; HR++ glass U ≤1.2, or triple glass U ≤0.7 with replacement insulating frames. Lower U means less heat loss.

A qualifying building company must be registered in the construction sector, or an equivalent sector, in an EU or European Economic Area country.

Measures requiring nature-friendly insulation cannot be DIY. A building company must have completed Training Natuurvrij Maken and hold its certificate where nature-protection rules apply; the application requires that evidence for company-installed cavity walls, external façades and exterior roof insulation. This protects animals such as bats during the work. UF foam is excluded.

Villkor för ansökningsomgången
  • Apply after completion within 24 months; only group A can apply before work. Complete applications are funded until the budget is reached.

Apply using the digital form linked from the Municipality of Zundert’s insulation-subsidy page. Its energiebuddy can help you apply; contact the municipality on 076 599 56 00 to arrange assistance.

Only group A can apply before the work. An advance award allows 12 months to carry it out, ending no later than 31 December 2028, subject to the conditions in the award decision. Payment then goes directly to the building company named in your quote. Tell the municipality when the work is finished. Group A can also apply afterwards; group B must apply afterwards. For completed work, apply within 24 months of execution and no later than 31 December 2028. Payment after final assessment goes to the applicant.

Provide the home address, proof of poor insulation, the measures’ insulation values and areas, a quote or invoices, and the company’s trade-register evidence or a DIY declaration. Group A also needs a tax-authority income statement. Completed work needs photographs; the municipal page also requests payment evidence and, for DIY, material receipts. Supply the nature-protection training certificate when required.

Complete applications are ranked in receipt order until the budget is reached; applications received on the same day may be ranked by lottery if the ceiling is exceeded. Prior grants for the same measure under this scheme and a home whose maximum grant has already been reached can prevent another award. The municipality can refuse, reduce or withdraw support if the work or award conditions are not met. Report promptly if work will not be completed or you cannot meet those conditions, and notify the municipality in writing as soon as possible of relevant changes affecting them.
