Central government building energy-renovation grant
Grants for Portuguese central-government bodies to improve energy efficiency, renewable self-consumption and water efficiency in existing public-use buildings in mainland Portugal.
Beskrivningen av den här finansieringen finns för närvarande på engelska.
The PRR call 01/C13-i02/2021 supports insulation and better windows, heating and cooling systems, lighting and energy controls, renewable generation for the building’s own use, and water-saving improvements. Audits, energy certificates, essential advice and resource-efficiency information campaigns can accompany the works.
The closed call offered up to 100% of eligible expenditure, with a maximum of €5 million per application. Audits, certification, advice and campaigns together are limited to 10% of eligible investment and depend on the other planned interventions being carried out and achieving at least 15% primary-energy savings.
Eligibility
- Applicants must meet the notice’s central-government classification test: the State; central-government autonomous services and funds or non-profit institutions that operate within public administration and carry out State functions; or social-security funds in the specified 2020 INE list. The notice also defines State-owned public-sector companies as 100% State-owned and, when undertaking economic activity, operating within services of general economic interest. All beneficiaries must meet the cumulative requirements in section 5.2. Partnership applications are excluded.
- Your entity must participate in ECO.AP 2030 and have a designated Energy and Resources Manager (GER), registered and approved in the ECO.AP Barometer. The manager must register the building there. Your ECO.AP efficiency plan must exist or be in preparation and be completed within one year of signing the acceptance term.
- Buildings must already exist, be used by public administration and be in mainland Portugal. If your entity does not own the building, its use agreement must last at least five years after completion of the intervention.
- One application can cover one building or several buildings under the same energy certificate. Submitting more than one energy certificate excludes the application. Measures must follow an energy/water audit, as applicable, dated no earlier than 2019 and prepared under the building energy-certification system (SCE). Primary-energy use must fall by at least 15%; the programme-wide 30% average objective is a separate target. Include at least one investment in building elements, technical systems, renewables or water efficiency; audits and advice alone do not qualify.
- New solutions must meet Annex I’s technical rules and improve performance. Use qualified installers and the required registers. For example, replacement windows need class A or better labels where applicable; associated exterior solar protection must accompany and cover only the replaced windows/doors. Demonstrate no significant environmental harm through applicable air-quality, noise, materials and waste rules. Where applicable, prepare at least 70% by weight of non-hazardous construction/demolition waste for reuse, recycling or recovery, excluding the specified natural materials; public construction/maintenance contracts must use at least 10% recycled or recycled-content materials by raw-material quantity.
- VAT, land/building purchases, your own staff costs, used goods, maintenance and operating costs, temporary relocation, unrelated works, fines and litigation are excluded from the grant’s eligible expenditure. The same costs cannot be funded by another national or EU programme. Projects already approved under POSEUR-03-2016-65, POSEUR-03-2018-07 or POSEUR-03-2019-31 are excluded.
- Replaced water-use devices require a valid ANQIP certificate and efficiency class A or better; the class requirement does not apply to solutions in ANQIP’s “Other efficient products” catalogue.

- Closed at 23:59 on 11 April 2022, or earlier if the €200 million call budget was exhausted.
- The 2026 execution extension applies to existing acceptance terms; it is not an application reopening.
The application round is closed. It used the dedicated online form on the Fundo Ambiental portal, with the required documents submitted through that form.
Existing beneficiaries should use Fundo Ambiental’s programme page for execution and payment guidance. The June 2026 extension sets 31 December 2026 as the maximum execution date for all acceptance terms in force, without individual amendments. Contracted milestones, targets and reporting duties still apply.
Payment requests require evidence of expenditure, installation and public-procurement compliance. Current guidance allows an advance of up to 40% of approved support, deducted proportionally from reimbursements. The final 5% depends on a final payment request and report confirming approved execution. Submit the post-work energy certificate and final diagnostic information to confirm the contracted targets.
VAT is outside the grant cost base, but eligible beneficiaries can request a separate VAT-equivalent assessment in SIGA-BF’s “Elegibilidade IVA” module, selecting Fundo Ambiental. Payment of that amount requires Fundo Ambiental’s assessment and Recuperar Portugal’s validation.
Submit material project-change requests through the fund’s platform using the editable reprogramming file for assessment. Reallocating funds without changing the total eligible amount can instead be checked at payment stage, provided it does not breach physical project rules. Minor technical changes need a reasoned explanation with the payment request and must preserve project merit and call rules. Improperly received support can be recovered; a notified repayment debt is due within 30 working days of receiving the notice.
