Smart-E home-energy loan
An unsecured loan of up to $50,000 for Connecticut homeowners to install heat pumps, insulation, solar panels and other energy or resilience improvements.
Beskrivningen av den här finansieringen finns för närvarande på engelska.
Borrow through a participating lender with a fixed interest rate and monthly payments. Standard annual percentage rates (APRs) are 6.99% for 5, 7 or 10 years, 7.49% for 12 years and 7.99% for 15 years. The 15-year option depends on your lender. No down payment is required if your approved loan covers the full project cost. You repay the lender, and the loan cannot transfer to a buyer when you sell your home.
Alongside an eligible stand-alone improvement, related work such as structural repairs, ENERGY STAR appliances and tree removal for a solar installation can use up to 25% of the loan. Roof repairs must accompany solar, FORTIFIED roofing, attic insulation or wall insulation.
The 2026 heat-pump special offers 1.99% for five years on eligible heat-pump projects up to $25,000 per household. Projects including other measures, or heat-pump work above $25,000, receive a blended rate. The overall Smart-E maximum remains $50,000 and varies by lender. This special offer has no prepayment penalties.
Eligibility
- Your home must be in Connecticut, owner-occupied and a residential building with 1–4 units. Condominiums must be individually metered.
- The lender decides whether you qualify, considering factors such as your credit score and debt-to-income ratio: how your debts compare with your income. Some improvements require a Home Energy Assessment. A Home Energy Solutions assessment uses professionals to identify ways to improve your home’s performance and explain available rebates.
- Use a participating Smart-E contractor and an approved participating lender. Connecticut Green Bank reviews the proposed equipment and work against the programme’s technical standards before the loan closes.
- Asbestos abatement or mold remediation must accompany a related eligible measure, a Home Energy Solutions (HES) audit completed within one year or scheduled, or a recent heating, ventilation or air-conditioning (HVAC) or water-related repair or installation.
- For the heat-pump special only, you must be an Eversource or Avangrid electricity customer and have approval for an EnergizeCT Heat Pump Rebate. The special covers rebate-eligible air-source, air-to-water, heat-pump optimisation, ground-source or water-heating equipment. Your contractor must be an approved Smart-E contractor in good standing and belong to EnergizeCT’s Heat Pump Installer Network. Apply through Ion Bank, Mutual Security Credit Union or Nutmeg State Credit Union for this special.

- Special 1.99% five-year rate for rebate-eligible heat-pump projects up to $25,000 per household; utility, rebate, contractor and named-lender conditions apply.[^c10][^c11][^c12]
Choose a participating contractor and obtain project quotes, then contact a participating Smart-E lender directly for loan preapproval. After preapproval, tell your contractor to submit the project to Connecticut Green Bank for technical review. Once the bank approves it, sign the lender’s loan documents and close the loan before installation. The lender then pays your contractor the first third of the loan.
When the work is complete, sign the Certificate of Completion to confirm that you are satisfied with the project as delivered and agree to release the final funds. Connecticut Green Bank reviews the completion documents before the lender pays the contractor the remaining funds. Make loan repayments directly to your lender.
For the special heat-pump rate, your contractor provides the bank with your EnergizeCT rebate approval (also called a Utility Reservation Letter), utility account number and rebate reservation number. Smart-E financing can be combined with other programmes, rebates or incentives.
