Small Affordable Multifamily Energy Studies

NYSERDA pays the full cost of a Small Affordable Multifamily Energy Studies assessment, known as SAMES. Its selected contractor, Bright Power, examines your building and prepares an energy-study report. You receive the assessment at no charge.
The study identifies ways to improve the building's insulation and exterior shell, lighting, heating, cooling and ventilation. It also considers air quality, health and safety issues affecting energy performance and residents' comfort. The assessment follows the ASHRAE Level II energy-audit approach: an examination of building systems and energy use that leads to practical upgrade recommendations.
You receive an audit report, a project summary, and a list of relevant incentive programmes to help fund improvements. The team meets with you to explain the results and next steps; follow-up calls are optional. Funding to install recommended upgrades is a separate step.
Eligibility
- Your existing affordable multifamily building must be in New York and have at least five dwellings. NYSERDA's building-owner webinar specifies a maximum of 50,000 square feet of residential space. The interest form separately asks you to confirm that the property is 50,000 square feet or less.
- At least 25% of units must be occupied, or expected to be occupied, by households earning no more than 80% of area or state median income, whichever is higher.
- Provide evidence of affordability with the application. You can use recognised housing-programme documentation, such as an eligible subsidised-housing agreement, or the prescribed rent-roll calculation. For that calculation, submit each apartment's annual rent, size and occupancy. At least 25% of units must meet the income threshold, calculated on the assumption that rent represents 30% of household income. Affordability must be verified before NYSERDA issues its purchase order and approves the support.
- Use the contractor selected for SAMES. Provide building and utility information, arrange access for the visit, stay involved through the study and keep the team informed of major property changes.
- Allow access to boilers where present, water-heating equipment, meter and mechanical rooms, the roof and its equipment, and shared amenity spaces. The audit includes testing in 10% of all apartments, covering tap and shower flow, hot-water temperature and bathroom/kitchen extraction airflow where applicable.

Submit the SAMES interest form with your contact details, building-owner information and property address. Individuals as well as company owners can use the form. The team checks eligibility and follows up within two business days.
Prepare the property and ownership information, affordability evidence, 24 months of utility data, access for a site visit and any available drawings or plans. Bright Power's team helps compile the final application for programme review and enrolment, then conducts the site assessment and prepares the report.
The interest form treats submitted information as business information that may be disclosed under New York's public-records law. Submission also authorises NYSERDA mailing-list inclusion and sharing with other New York state government entities; you can unsubscribe.
