LEEPplus

Gainesville Regional UtilitiesFlorida

Free home energy upgrades for low-income homeowners who receive residential electricity from Gainesville Regional Utilities.

Beskrivningen av den här finansieringen finns för närvarande på engelska.

LEEPplus pays participating contractors directly for approved home improvements. Depending on your home’s needs, these can include heating and air-conditioning repairs or replacement, high-efficiency room air conditioners, duct sealing, insulation, water-heater replacement, programmable thermostats and draught sealing. The programme can also provide up to 10 LED bulbs and smoke and carbon monoxide alarms.

GRU decides which improvements to approve after inspecting the home. Funding must be available, and meeting the applicant requirements does not guarantee upgrades if the home does not need them. Structural repairs may need to be addressed first.

Eligibility

  • You must own and live in the home, and have received GRU residential electricity service there for at least one year. Renters cannot apply.
  • The home must be at least 10 years old. Single-family homes, manufactured homes and individually deeded townhomes or condominiums qualify.
  • Neither you nor the home may have previously received LEEP or LEEPplus assistance.
  • Household income must be greater than zero and meet the current HUD low-income limit, normally no more than 80% of median family income. The published annual limits for households of one through eight people are respectively $55,550, $63,450, $71,400, $79,300, $85,650, $92,000, $98,350 and $104,700. If you or someone living in the household has a documented disability or chronic illness, income may be up to 10% above the listed limit; all other requirements still apply.
  • You must use a GRU LEEPplus partnering contractor and participate in in-home energy-efficiency training and a walk-through survey. Keep the work area safe and clean. Structural problems can cause improvements to be deferred or declined.
  • Allow the final inspection within 30 days of completed work. Preventing or repeatedly delaying it makes you responsible for the full repair cost. GRU may also select your home for a later random inspection to check that improvements are maintained.
  • You must continue living in the home and must not sell, lease or list it for sale for one year after repairs are completed. Breaking this condition requires repayment of the full upgrade cost. You cannot resell, trade or transfer the supplied equipment to someone else.
  • If you are not named on the deed, provide evidence of ownership and occupancy. For inherited property, provide proof that you are an heir and that the other heirs permit the improvements.

How to apply

Villkor för ansökningsomgången
  • New applications reopened on 14 September 2026; all improvements require GRU approval and available funds.
  • Submit the signed application through NHDC for income verification and processing.

Complete the LEEPplus application and submit it through Neighborhood Housing and Development Corporation (NHDC), 633 NW 8th Avenue, Gainesville, FL 32601. Walk-ins for application processing and income verification are accepted Monday–Thursday, 8 am–5 pm, and Friday, 8 am–noon. Bring proof of home ownership, identification for everyone in the home and proof of household income. The form specifies birth certificates, adoption forms or school records for minors; applicants using the special-needs exception also need written disability or chronic-illness documentation. Self-employed applicants need tax returns and profit/loss statements.

If eligible, GRU schedules in-home training and a pre-repair inspection, then issues a Certificate of Recommendation. Obtain itemised estimates from participating contractors for all recommended work and submit copies to GRU within 30 days of receiving the certificate. Wait for approval and contractor vouchers; the work must be completed within 30 days of voucher issuance.

After satisfactory completion, sign the vouchers, give them to the contractor and obtain the warranties. GRU pays the contractor after its final inspection. Following that inspection, problems with the improvements must be taken up with the contractor. For programme questions, call GRU Energy & Business Services on 352-393-1460.
