Empire Building Challenge: Hospitals
Grants for New York hospitals to install and demonstrate building upgrades that cut fossil-fuel use and energy consumption.

Fund heat-pump heating and cooling, changes that prepare a hospital for electric heating, or comprehensive energy-efficiency improvements. Projects must demonstrate solutions that other hospitals can adopt. NYSERDA can reimburse up to $5 million per implementation project, covering no more than 75% of total project costs. An awarded project may also qualify for up to $50,000 for training staff to operate and maintain the new equipment. The $50,000 maximum requires training at least eight building operators; routine vendor training supplied during installation is excluded. Awardees arrange the training provider and include training tasks and costs in their agreement.
Energy-efficient medical equipment upgrades and changes to its operation that save energy, electrical infrastructure, energy storage and renewable energy can be included only alongside an eligible building upgrade.
NYSERDA plans to pay after agreed tasks and deliverables are completed and approved. At least 10% of the award is withheld until sufficient completion of the contracted work, including one year of measuring and verifying performance.
Eligibility
A hospital in New York State, or its authorized representative, can apply. The hospital must be licensed and primarily provide acute, short-term medical and surgical care, including inpatient housing. Its eligible buildings must be part of a hospital system and used for those activities. Nursing homes, psychiatric hospitals, rehabilitation centres, urgent care, laboratories, research facilities, ambulatory care and medical offices are excluded.
- Fund existing hospital buildings in New York. NYSERDA may consider work outside those buildings case by case when it benefits them. A site need not pay the System Benefits Charge on its electricity bill.
- Complete a feasibility study or equivalent analysis before applying, and use an independent third-party contractor for the project. Solutions must be commercially viable and already accepted by the market.
- Complete installation within four years of award, followed by one year of measuring and verifying performance. Assess exposure to climate hazards using the programme guidelines and consider relevant resilience measures.
- Lighting, new construction, expansions, electric vehicles and charging, and conversions or full replacements with fossil-fuel systems are ineligible. Work performed before the NYSERDA agreement is signed cannot be reimbursed.
- Utility and federal funding can be combined with this grant, but NYSERDA cannot fund the same measure as a utility incentive. The same work cannot receive another NYSERDA incentive; technical assistance such as FlexTech remains available.

Apply through NYSERDA’s PON 5989 funding portal. Complete the portal questions, Attachment A proposal template and Attachment B workbook, and upload the completed feasibility study with its calculations. Use Attachment C to assess climate hazards.
Round 2 proposals must arrive by 3 p.m. Eastern Time on September 15, 2026. Allow at least 60 minutes to enter and submit the online proposal. If online submission is impossible, follow NYSERDA’s application guide for mail or hand delivery. Late, faxed and emailed proposals are not accepted.
