Le Programme Bâtiments — complete-renovation grants
Grants for renovating single-family homes, apartment buildings and nonresidential buildings in Canton Fribourg to certified Minergie standards.

This entry covers the M-12 complete-renovation route of Le Programme Bâtiments. It includes window replacement and insulation separating heated rooms from unheated spaces.
Support is calculated per square metre of energy reference area (SRE): the gross floor area of heated or cooled rooms within the building’s insulated outer boundary, above and below ground. Areas with a usable height below one metre are excluded. For Minergie or Minergie-A certification, the rates are CHF 150 for a single-family house, CHF 100 for an apartment building and CHF 80 for a nonresidential building. For Minergie-P, with or without Minergie-A, the corresponding rates are CHF 200, CHF 150 and CHF 120. ECO certification adds CHF 10 per square metre in each category. The M-measure grant is capped at CHF 100,000.
Minergie renovation certification excludes oil and gas heating. Minergie-P requires stronger protection against heat loss through the building’s exterior and an on-site airtightness test. Minergie-A means the renovated building produces more energy over a year than it consumes. The optional ECO supplement adds health and environmental requirements.
Eligibility
- The building must be in Canton Fribourg and must have received its construction permit before 2000.
- You need Minergie or Minergie-P certification for the renovated building. The provisional certificate must be available before work begins; the final certificate is required after completion. This is a certified whole-building renovation route, rather than a grant for an isolated improvement.
- M-12 can only be combined with the programme’s IP-19 measure for replacing decentralised heating. It cannot be combined with the other renovation variants.

- Apply before work starts; wait for the award decision before beginning the renovation.
Submit a grant application through the Building Programme portal before starting work. Wait until you receive the decision awarding financial support before beginning the renovation. The Canton Fribourg Energy Service administers the programme. Obtain the provisional Minergie certificate before work and provide the final certificate after completion.
