Grants of up to EUR 30 million for companies testing or demonstrating circular technologies that reduce carbon emissions.

Test an innovative circular product, process or service in a pilot, or demonstrate a technically and economically risky technology that is new to the Netherlands. Eligible work includes using fewer primary materials, replacing them with recovered materials, preventing or recycling waste and designing products for repair, reuse or recycling.

A pilot can receive up to EUR 25 million; a demonstration can receive up to EUR 30 million. The project must produce lower carbon emissions within ten years of starting. The reduction can occur in the Netherlands or worldwide when extracting and producing raw materials, minerals or products.

Eligibility

Companies in the Netherlands, Bonaire, Sint Eustatius and Saba can apply. Provinces and municipalities may participate but cannot receive grant money. Water boards can receive subsidy under the scheme’s conditions, including for statutory and non-statutory tasks.

Your project must last no more than four years and start within six months of RVO’s approval letter. It must be technically and economically feasible, with evidence explaining how the technology works. At least one company must incur project costs.

You must carry out the project at your own expense and risk. Use market knowledge, sources and arguments to substantiate the innovation’s chance of success in the Dutch market. Your company must not be an undertaking in difficulty as defined by the EU General Block Exemption Regulation.

When you apply, you must show that financing for the part of the project costs not covered by subsidy is sufficiently certain. You cannot start project work, incur project costs or make commitments before applying.

For the general circular-economy route that counts emissions reductions abroad, the project must be carried out in the Netherlands.
