Bicycle-parking grant for housing associations
Housing cooperatives and registered condominium associations in Stavanger can receive support for roofed bicycle parking for their residents.

You can build a shared bicycle shelter, install bicycle parking in a garage, or provide stands or bicycle boxes with a roof. The aim is to make cycling easier instead of travelling by car.
The grant reimburses 20% of the costs of the bicycle parking itself, up to NOK 100,000. Your association must pay the full cost upfront; the grant is paid after the parking is built, paid for and its completion report approved.
Eligibility
- Only housing cooperatives and registered condominium associations can apply.
- Obtain grant approval before ordering materials or services, accepting a supplier offer, signing work contracts or starting construction.
- The parking must have a roof, be on the association’s property and be available to every resident.
- Access by bicycle and enough room to park and turn are required. The parking must not obstruct residents or public services, including waste collection and emergency vehicles.
The municipal design guide says residential parking areas must be lockable and provide stands where each bicycle can be locked. Two-tier racks must be supplemented with ordinary racks for bicycles that do not fit; hydraulic lifting is recommended for two-tier racks.

Read Stavanger municipality’s bicycle-parking guide and plan the location and layout. If you are unsure whether building permission is needed, send your plans to the municipal building department.
Log in to the grant application form and attach a plan or map sketch and a supplier quotation. The municipality states that it answers within 14 working days. Wait for approval before accepting offers, signing contracts or building.
Applications are processed continuously until the NOK 300,000 budget for 2026 has been distributed.
Once the parking is completed and fully paid for, submit the completion form with the number of bicycle spaces, an itemised invoice, proof of payment and photographs. The municipality pays the grant once it approves this report.
If your application is refused, you can appeal to postmottak@stavanger.kommune.no within three weeks of receiving the refusal. Stavanger’s municipal executive committee handles the appeal.
