Coup de pouce whole-building renovation grant
Financial help for apartment-building owners in metropolitan France to renovate the whole building and cut its calculated energy use by at least 35%.

Participating energy sellers and other charter signatories pay towards a package of building improvements under Coup de pouce. It covers common parts and work inside individual homes that benefits the building collectively. This is a grant rather than a loan: the signatory supports the work and applies for energy-saving certificates (CEE) for the recognised savings.
Compare the amounts and conditions published by signatories on the ministry’s programme page. The premium can be paid by bank transfer or cheque, deducted from the works invoice, or provided in another form agreed in the offer.
The signatory must also offer project assistance: help choosing technical options and contractors, following the work, and arranging the financing and other aid.
Eligibility
Owners of existing apartment buildings in metropolitan France can qualify, including co-owner associations (syndicats de copropriétaires) and social landlords.
- The building must contain at least three separate tax households in separate homes. A tax household means the people covered by one income-tax return. At least 75% of its principal property lots, or failing that 75% of the ownership shares, must be used as occupants’ main homes. The threshold is 65% for co-ownerships with no more than 20 residential lots. Co-ownerships must be registered in the national register.
- An energy audit must show at least a 35% reduction in calculated annual primary-energy consumption and a post-renovation figure below 331 kWh per m² of dwelling reference area per year. The calculation covers heating, cooling, hot water, lighting and associated equipment including ventilation. It does not deduct electricity generated on site. These are audit calculations, not a promised reduction in your bill. Annual greenhouse-gas emissions per m² must not increase.
- If you replace heating or hot-water equipment, connection to a heat network meeting the legal ‘efficient network’ standard in Energy Code article L.711-4 is required, whether the network qualifies already or through a decided project. A nearby network does not automatically qualify: the signatory helps you work with the network operator to establish whether it meets that standard, already or under the decided project. If a network exists but connection is technically or economically impossible, obtain the operator’s justification. If there is no existing or decided network project in the municipality or its neighbours, the signatory submitting the CEE claim instead provides an attestation after checking network information and with the local authorities.
- Outside a heat-network connection, you cannot install coal- or oil-fired boilers or water heaters. If a gas boiler is installed as part of the new system, all its gas boilers together must supply no more than 30% of the annual heat needed for the uses served. Emissions must not increase.
- Do not combine the premium with another CEE incentive for the same operation, including Anah aid that uses the same energy-saving certificates. Work counted in this whole-building operation cannot also earn CEE under a separate operation committed to on or after it: this covers heating and controls, hot water, ventilation, building insulation, heating/hot-water pipe insulation and building automation.

- Commit to the work, such as by signing the quotation, by 31 December 2030. For quotations signed from 17 January 2026, the scheme sets no work-completion deadline.[^c30][^c31]
- Commission the energy audit before signing any works quotation. The auditor must visit the building and carry out the audit itself, without subcontracting it.
- Use the ministry programme page’s signatory list to compare offers. Accept a written premium offer before signing the first works quotation. For a co-ownership, the co-owner association applies through its syndic, the representative who manages the co-ownership. The syndic arranges the co-owners’ vote on the renovation, whether to accept or reject the proposed project-assistance service, and financing. Other owners record acceptance or refusal of the proposed services in writing.
- Sign the quotation and have the work carried out by professionals with the RGE qualification required for the relevant energy-renovation work. Keep completion evidence stating the work and its performance. Update the audit if the completed work differs from the plan.
- Send the signatory or its partner the audit report and calculation file, the signed list comparing planned and completed work, contractor qualification details, invoices and declarations. The work list must be signed by you, the auditor and each contractor carrying out or managing the work. Provide tax attestations for at least three distinct households in distinct homes. Include prior-works declaration evidence for any newly habitable converted or extended space, co-owner authorisation where applicable, and the vote or written decisions on the proposed services. Follow the deadlines in your offer.
- The signatory arranges an on-site inspection for every project before submitting its energy-saving certificate claim.
