This municipal loan finances energy-saving improvements to an existing home, such as roof, floor or cavity-wall insulation, solar panels, a solar water heater or a heat pump. The measures must reduce your energy costs and CO₂ emissions.
You can borrow €1,000–€35,000. The €35,000 limit applies per address across multiple applications. The current interest rate is 3.5%, fixed for the loan term. You repay over 15 years in equal monthly instalments covering the debt and interest.
You may repay early without a penalty, starting at €1,000 and in increments of €100. The municipality then recalculates your monthly payment; the original end date stays the same.
The municipality provisionally awards the loan before the work, but pays it out only after the improvements have been carried out and you have supplied investment invoices, a signed loan agreement and a signed SEPA mandate authorising automatic bank collections. Plan for the money needed to carry out the work before the loan is paid.
Eligibility
- You must be a private owner of an existing home in Simpelveld. The building must be physically and legally present when you apply.
- Apply before starting work and wait until the municipality has notified you that you qualify for the loan before carrying out the improvements.
- Your improvements must reduce your energy costs and CO₂ emissions. Costs covered by a subsidy from another scheme cannot also be financed by this loan.
- Check whether you need an environmental permit or face other public-law or private-law restrictions, obtain any required permits, and ensure the work complies with nature-protection requirements. Loan approval does not itself grant a permit.
- The municipality may check whether the work has been carried out. It may withdraw all or part of the loan if conditions are not met, required permits are missing, or incorrect information led to an award that would otherwise not have been made.

- The current ordinance is valid through 23 December 2028; this is its expiry, not a separately announced intake deadline.
- Private household energy-saving route; the €35,000 borrowing limit applies cumulatively per address.
Submit the required municipal application form by post. Contact Gemeente Simpelveld at info@simpelveld.nl or 045 5448383 to obtain the form and arrange written submission.
Include quotations addressed to you that list the proposed measures and costs, dated no more than six months before the application. Where applicable, also include the costs of an energy report, help with VAT recovery or subsidy applications.
Complete applications are considered in the order received, subject to available municipal funds. The municipality aims to notify you within five weeks. The ordinance allows eight weeks for a decision, extendable once by four weeks. Wait for notification that you qualify before starting work.
