Energy efficiency rebates
Franklin REC members can receive bill credits for insulation, weatherization and duct insulation in existing homes and outbuildings.

Insulation and weatherization help reduce heating and cooling energy use. Eligible weatherization materials include weatherstripping, foam sealing and window wrap.
For a structure with metered electric heat, with or without central air conditioning, the rebate covers 40% of material costs: up to $600 for insulation and up to $200 for weatherization or duct insulation per structure per year. With non-electric heat and central air conditioning, it covers 20% of material costs: up to $300 for insulation and up to $100 for weatherization or duct insulation per structure per year. Labor costs are excluded.
Franklin REC normally pays the rebate as a credit on your electricity bill; exceptions may apply. The cooperative may change incentive levels or end the programme without notice.
Eligibility
- You must be a Franklin REC member, and the work must be installed at your location served by the cooperative.
- This route covers existing homes and outbuildings, rather than new construction. You or a professional may install the materials.
- Your structure must have metered electric heat or central air conditioning. Non-electric heat without central air conditioning does not qualify.
- Insulation must bring the insulation level to R38 in ceilings, R19 in walls or R10 in foundations. These R-values specify the required insulation level for the part of the building being improved. Radiant barriers are excluded.
- Duct insulation qualifies only for ducts outside heated or cooled spaces.

Download the insulation and weatherization rebate application linked below. Complete both the member-information page and the product page, include a dated itemized sales receipt, and sign the certification that the materials have been installed at your Franklin REC-served location. Mail the completed claim to Franklin REC, PO Box 437, Hampton, IA 50441.
