Baselbieter Energiepaket building-insulation grants
Building owners in Basel-Landschaft can get grants to insulate roofs, facades and walls or floors against the ground. Qualifying projects can also receive insulation-related bonuses.
Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.
The canton pays the grant after the completed work and final documents have been checked. Insulation receives CHF 40 per m² of eligible insulated surface. The maximum is CHF 100,000 per application, and awards below CHF 500 are not paid.
For work by a contractor, the combined insulation grant and related bonuses cannot exceed 50% of the insulation investment. Solar-panel costs are excluded from that investment. If you do the insulation yourself, support can cover up to 100% of insulation-material costs, but cannot exceed the CHF 40/m² calculation. Self-performed work cannot receive the bonuses or Energieprämie described below.
For residential buildings, if you insulate at least 90% of all main facade, roof and floor surfaces facing outside air at the same time, a separate building-insulation bonus adds CHF 120 per m² of insulated surface. Walls and floors against the ground are excluded from the 90% test. Apply separately for this bonus before work starts and use a contractor. An extension or extra storey does not itself prevent the bonus, though the new surfaces do not qualify for insulation support.
For residential buildings, installing solar panels on the roof or facade being insulated can add CHF 40/m² of roof-mounted modules or CHF 120/m² of facade-mounted modules. The panels must be on the eligible insulated element, whose area must be at least the panel area; panels on a separate carport or other building do not qualify. Submit the required notification or building-permit application. Work must not be self-performed. Like-for-like panel replacements are excluded; an extension or renewal earns support only for additional module area. Facade systems on buildings taller than 11 metres need fire-safety evidence under the named SWISSOLAR planning and fire-protection document, followed by a signed fire-safety conformity declaration at completion.
The additional Energieprämie is 20% of eligible investment, up to CHF 25,000 per property cumulatively across measures and ownership changes. It is for adult owner-occupiers who live in Basel-Landschaft by completion; rented and business premises are excluded. Household income must be below CHF 150,000 and assets below CHF 350,000, using the definitive tax assessment for the year two years before application (income box 399; assets box 885). Sum the figures across the household; income of minors and children in education up to their completed 25th year may be excluded. Eligible investment must exceed CHF 2,500 and cannot be self-performed work. For condominium owners, the premium follows each eligible household’s registered ownership share. The canton checks the means test against tax records.
Claim Energieprämie in the ordinary insulation application; it requires no separate premium application or documents. Exclude solar panels, kitchen work and unsupported extensions or other works from eligible investment. The premium is reduced as necessary to keep combined support within the 50% ceiling.
Eligibility
Private individuals and companies can apply as building owners, or through a representative with written authorisation. Buildings owned by the federal government, federal-related organisations such as SBB or Swiss Post, or the canton are excluded.
The building must be in Basel-Landschaft and have a building permit issued before 2000. The surfaces must generally enclose rooms lawfully heated under the original permit for standard residential, office, school, retail, restaurant, assembly, hospital, industrial, warehouse, sport or indoor-pool use. New extensions, extra storeys and dormers are excluded, as are process-energy insulation and surfaces facing unheated rooms.
There are exceptions for exterior attic surfaces directly above an originally heated floor and exterior walls or floors of unheated basement or plinth levels directly below one. Unheated stairs or other access areas can qualify when fully insulated with the facade and kept unheated. A ventilated attic floor does not qualify.
Replacing a facade creates an ineligible new surface, even in the same position. A roof replaced in the same position can qualify, unless parts of the facade are also replaced. New, raised or repositioned roof surfaces, dormers and surfaces covered by an extension do not qualify; existing unchanged surfaces can remain eligible.
A professional can calculate each element’s U-value, which measures heat passing through it. After insulation it must be no more than 0.20 W/m²K against outside air or ground up to 2 metres deep, or 0.25 W/m²K deeper underground. It must not already meet that limit, and must improve by at least 0.07 W/m²K. Protected buildings can receive relaxed limits of 0.25 and 0.28 W/m²K respectively if evidence shows the ordinary limits are not achievable. Protection must follow an official inventory identifying national or regional significance, or an authority’s designation. Identify existing and new insulation separately in the calculations; average values across an element are not allowed, except use of the mean new sloping-insulation thickness for a flat roof.
For expected insulation support of CHF 10,000 or more, obtain a GEAK Plus building-energy assessment. If GEAK Plus cannot be prepared for that building type, use the programme’s specified building analysis with renovation recommendations instead. Insulation support cannot be combined with the programme’s whole-building Minergie-certified renovation grant.
You must allow inspection of planning documents and possible building checks or final inspection. Support cannot duplicate federal accounting of the same energy or climate effect, including KLIK compensation, company CO₂-levy exemption agreements, waste-incineration agreements or the emissions-trading system. Additional municipal or other support is possible if those funders waive emission-reduction rights; support for a different purpose, such as noise protection, is permitted.
How to apply

- Submit before construction starts; complete the work and submit final documents within 36 months of the commitment.[^c6][^c9]
Get contractor quotations and prepare photos, insulation specifications, before-and-after U-value calculations and a table of eligible surface areas shown on plans or photos. Count the existing surfaces without the added insulation thickness and subtract openings such as windows and doors. Include building-permit plans if the project also has extensions or extra storeys.
Register through the programme’s online application portal and submit before construction starts. Once the online form is completed it cannot be changed. Sign it and send it to the address on the form or to energie@bl.ch. The Canton of Basel-Landschaft checks the application and issues a written commitment if the conditions are met. Rates and conditions at that commitment date apply.
Request the solar bonus and Energieprämie within the insulation application; the 90% insulation bonus needs its own application. Include panel-area plans and quotations for the solar bonus, plus the required fire-safety proof for qualifying tall facades.
Follow the cantonal commitment and carry out the work as described. The 90% bonus rules permit work after application before the funding decision at your own risk. Finish the project and submit the signed completion form with all required documents within 36 months of the commitment, or the commitment expires.
Provide completion photos and invoices showing insulation products, conductivity, thickness and areas. Correct area or U-value calculations if the work changed. Self-performed work needs material receipts and construction photos with a measuring scale in the insulation. Include the GEAK Plus or alternative analysis for insulation awards from CHF 10,000, and solar invoices, photos and any required signed fire-safety declaration. Send the signed completion form to the address on the form or energie@bl.ch. After checking it, the canton pays the grant into your account. Incorrect information or failure to follow conditions can lead to cancellation or repayment with interest.
