NIKI grant for industrial emissions reductions
Grants for industrial companies in the Netherlands to build or adapt large production installations that cut greenhouse-gas emissions at commercial scale.
Αυτή η ευκαιρία είναι προς το παρόν διαθέσιμη στα Αγγλικά.
NIKI supports investment in production installations and their first ten years of operation. It covers projects that reduce emissions directly in the production process, through changes such as greater efficiency or electrification, or replace newly extracted fossil carbon in products with recycled or biological carbon.
You calculate the funding needed with the Netherlands Enterprise Agency’s (RVO) mandatory models, taking account of investment costs, operating costs and product sales over the installation’s economic life. The model must show a financial shortfall without NIKI support: projects with a positive net present value, where the model values future income above the investment and operating outgoings, are excluded. You bid an amount of subsidy per tonne of avoided greenhouse-gas emissions; qualifying applications with lower bids rank higher. Your requested grant equals that bid multiplied by the calculated emissions reduction. Bids above €300 per tonne are rejected.
Normally you must request at least €30 million. A lower award is possible if less than €30 million remains after higher-ranked applications. Payments are advances during construction and operation. RVO recalculates them as actual costs, sales and emissions reductions become known. The final grant cannot exceed the award, and excess payments must be repaid with interest. Other grants and tax benefits for the same project are deducted in full, including support obtained after the NIKI award.
Eligibility
- You must run a commercial industrial company in manufacturing (Dutch SBI group C), wastewater collection and treatment (E 37), or recovery from waste (E 38.2). You carry out the project independently, invest in a production installation in the Netherlands, and remain its owner through the investment and supported operating phases. Financial leasing is possible if you become the installation’s owner.
- The project must avoid at least 100,000 tonnes of CO2-equivalent over ten years after commissioning, compared with products serving the same function. For direct production-process reductions (category A), the reference process must produce a physically identical product. CO2-equivalent includes other greenhouse gases expressed as the equivalent amount of CO2. Savings only from customers using a greener product, such as solar panels, do not qualify.
- Complete the basic engineering before applying: establish the main design criteria, technical specifications and design principles needed for detailed design and construction. Show that the project is technically, financially, operationally and commercially feasible, including how you finance your own share. Investment costs must be at least 20% of the required subsidy calculated with the NIKI model.
- Start after submitting your application, and within twelve months of the award. The first binding investment commitment or final investment decision starts the project, whichever comes first. Commission the installation within four years of that start, followed by ten supported operating years. RVO can extend the start deadline by six months and the commissioning deadline by twelve months when justified. The installation must have an economic life of at least twenty years and operate profitably without subsidy after the first ten operating years.
- The project must fit your route to fossil-free, climate-neutral production by 2050, avoid significant environmental harm, and go beyond merely complying with binding EU standards already in force. Projects replacing fossil carbon in the product chain must also go beyond established commercial practice across the EU. Your company must pass the official financial-distress test; having cash in the bank alone does not establish eligibility.
- Projects mainly building infrastructure, producing energy through combined heat and power, making hydrogen by electrolysis, or producing electricity from hydrogen are excluded. New installations may not use fossil fuels, except natural-gas investment contributing to the EU’s 2030 climate target and 2050 climate neutrality. SDE++ is the separate Dutch subsidy scheme for large-scale renewable-energy production and emissions reduction. A technique covered by SDE++ rules excludes the project if it accounts for at least 10% of total investment costs; applying for SDE++ for a technique within the project also excludes it.
- No more than 10% of the process’s total outgoing mass may be used as fuel. The exception is synthetic fuel production based entirely on carbon captured directly from the air. Recycling into backfill materials or food or animal feed is excluded, and recycling must not be of lower quality than the usual method.
- For hydrogen-use projects, show at least 70% lower life-cycle emissions than fossil hydrogen, measured against 12.516 kg CO2 per kg hydrogen. Renewable hydrogen meeting EU rules for fuels of non-biological origin requires a valid certificate from a conformity-assessment body participating in an EU-recognised voluntary system; this use route ends from the year the separate hydrogen demand-subsidy instrument is published. Gasification producing gas directly used for heat or electricity is excluded.

- The 2026 tender has a total budget of €250 million. Complete applications are ranked by the subsidy requested per tonne of avoided emissions; lower bids rank higher.[^c13][^c14]
You can first submit a project idea to RVO for a voluntary discussion with a project adviser. Apply through Mijn RVO when the forms become available, using eHerkenning level 3 or higher with authorisation for RVO services.
Submit a project plan, climate plan, both completed NIKI calculation models, evidence of completed basic engineering, and the required accountant report under Dutch Standard 4400 documenting findings on your financial information. The project plan must explain technical, financial, market and operational feasibility, risks, your financing and three to five construction milestones. Include a public project summary in Dutch. Also submit a management declaration that the project plan and calculation models agree with your other plans and budgets for the same project, except for prescribed variable values such as energy prices. Submit the signed financial-distress declaration, completed decision flowchart, annual accounts and group ownership chart.
If your installation is subject to the Dutch industrial CO2 levy, include either a declaration that you have permission not to participate in EU emissions trading (the opt-out) or a commitment not to sell surplus rights that exempt emissions from that levy during the supported operating period, plus the required calculation of those surplus rights. Your climate plan must show how the installation fits your transition to fossil-free, climate-neutral production.
Submit a complete application before the tender closes. RVO does not accept later additions or changes affecting its substantive assessment, such as a missing project plan. Successful applicants report annually; investment reports require an accountant’s audit statement, and reports include a management declaration that project figures match the figures used in your other budgets, except values fixed by the regulation or treated as variable.
